Nottingham City Council is embarking on a major transformation as part of Local Government Reorganisation (LGR). This is a pivotal moment to design and implement a new Unitary Council model for Nottingham City. We are looking for a
strategic, influential, and visionary LGR Implementation Director
to provide leadership, clarity and direction through this complex system-wide change programme. You will ensure the transition is well-planned, well-governed and effectively delivered, enabling stronger services, improved governance, and long-term financial sustainability.

What You'll Lead

As our
Director of LGR Implementation
, you will:

Set the Vision & Strategy

  • Provide strategic direction for the entire LGR programme, articulating a clear case for change and aligning activity to corporate goals.
  • Lead the system-level PMO and ensure robust programme planning, coordination and delivery.

Drive Change & Innovation

  • Deliver a complex transformation programme in a politically dynamic and financially challenging environment.
  • Champion new thinking and innovative service models, ensuring services become more efficient, effective and citizen focused.
  • Build organisational capacity and create a culture of continuous improvement, collaboration, and accountability.

Lead People & Partnerships

  • Inspire and empower colleagues, modelling visible and inclusive leadership.
  • Work across boundaries to break down silos and strengthen collaboration between councils, partners and communities.
  • Manage a core team including Head of Implementation, Project Manager and roles embedded within the directorates to prepare and manage implementation.
  • Act as the key liaison between Members, senior officers, commissioners, partners and citizens- ensuring transparency, engagement and trust.

Ensure Effective Governance & Operations

  • Oversee day-to-day programme operations, risks, resources, and programme-wide decision-making.
  • Maintain strong governance, ensuring delivery is on time, within budget, and aligned with agreed outcomes.
  • Oversee and lead stakeholder and partner communication and engagement and proactively manage relationships
  • Deputise for the Chief Executive where required, providing continuity of leadership.

You will be an experienced senior leader with a track record of delivering large-scale organisational change in a complex, multi-stakeholder environment. You will bring:

  • Experience operating at senior level in a large, complex organisation.
  • A strong record of setting vision, delivering outcomes, and strengthening organisational reputation.
  • Financial insight and analytical capability, balancing innovation with good governance.

  • Experience building high-performing, resilient teams.
  • Commitment to workforce planning and future capability building.

Change & Innovation Expertise

  • Strong programme and project management capability.
  • Evidence of delivering major transformation and change programmes within large scale and complex environments.
  • Ability to navigate ambiguity and respond at pace.

Collaboration & Political Acumen

  • Experience working successfully with councillors, partners and communities.
  • Ability to build trust and productive relationships within a political environment.
  • Commitment to local democracy and citizen involvement.
