Description To equip Federation Representatives with the knowledge, skills, and capabilities for their current and future roles. L&D Specialists are responsible for planning, designing, delivering, and developing our core learning programme, responding proactively to bespoke CPD requests, facilitating additional training events, and creating new course content. As a part of the L&D team, Specialists work together with the Learning and Development Manager in the ongoing development of the L&D function, ensuring it meets the requirements of the organisation both now and in the future.

Key Responsibilities Deliver and continuously enhance the Federation Representative L&D Programme at Federation House and, when required, within the 8 PFEW regions. Core knowledge areas to facilitate include the below foundational and advance courses and are to be delivered within the framework of statutory police regulations: 
  • A two-part course for all new representatives 
  • Conduct and Performance - Unsatisfactory Performance and Attendance, Representing Members, Advocacy and Post Incident Procedure
  • Ill Health Retirement and Injury on Duty
  • Health and Safety · Equality and Diversity


Take active responsibility for the ongoing development of specific allocated core knowledge training subjects. This will include liaison with both the L&D Manager and the relevant National Board Lead, to develop a comprehensive knowledge of what is required and assist in shaping what is likely to be required in the future.

Ensure that the development of all subject matter is consistent with the overall Federation aim, objectives, and strategy.

Design and deliver an effective range of learning support materials for inclusion within learning events and/or PFEW intranet site. Complex subject matter should be presented in an accurate and consistent style that will provide practical assistance to all Federation representatives in their roles to advise and represent members.

In Liaison with the L&D Manager develop and deliver training, learning events and associated materials. Identify any new subject areas or development gaps required.

Keep all training packages and materials (including facilitators guides, slide decks and support resources) up to date always.

Apply Learning & Development review processes to assess the effectiveness of Federation training, using feedback to enhance delivery and wider L&D service provided.

Undertake Continuous Professional Development activity to ensure that knowledge and expertise as a Learning & Development professional is kept up to date and relevant.

Assist the L&D Manager with project work and to undertake other duties as reasonably requested.

Skills, Knowledge and Expertise Recent prior experience of working in a training role.

Significant direct training experience in the following:
  • Facilitating learning, with groups as well as providing learning support for individuals.
  • Design and Development of a variety of learning programmes and events.
  • Review and evaluation of the impact of learning and transfer of skills to the workplace.
Previously employed as a Police Officer or be able to demonstrate significant in-depth knowledge of Police Regulations.

Hold a UK recognised teaching and/or training qualification.

Sound Knowledge and experience with ICT (Information and Communications Technology)

Demonstrate an effective level of interpersonal and communication skills, both verbally and in written form.

Demonstrate an ability to collaborate with key stakeholders and manage their contribution to the development of the learning and development function.

Be able to research, assimilate and assess complex information and present it in an accurate and concise form to a variety of learning delegates.

Demonstrate a sufficient level of self-motivation, tenacity, and resilience to work independently.

Demonstrate effective organisational skills, to prioritise and manage their time and workload to achieve agreed tasks and deadlines and prevent problems developing.

Demonstrate an ability to work constructively to solve problems and produce results.

Additional requirements: 

The post-holder will be based at PFEW headquarters within a hybrid working model and subject to travel as required.

Learning and Development - Employees are required to undertake training in new methods and procedures and to optimise skills and knowledge via the training and development provided. In addition, employees are expected to train new staff members as part of their integration into the team.
