Principal Consultant Programme Advisory – Business Case & Funding Advisory (Defence Sector) Turner & Townsend invites applications for the Principal Consultant Programme Advisory – Business Case & Funding Advisory (Defence Sector) role. This senior advisory role focuses on developing, implementing and optimising procurement and funding strategies for major defence programmes in line with Net Zero targets. Job Description This role: Work with defence sector businesses we are currently working with, including Defence Equipment & Support (DE&S), Submarine Development Agency, Atomic Weapons Establishment and Rolls Royce. Move between sectors, building experience across a broad range of major programmes and projects. Support clients in developing, implementing and optimising procurement and funding strategies to meet Net Zero targets. Experience of factors influencing major project/programme set up, development and delivery at different stages, with emphasis on: Business case development. Major infrastructure development using public funding and/or private capital. Use experience and knowledge to contribute to the strategic and commercial assessment of a business challenge and develop optimal solutions. Engage with and influence a wide range of clients and stakeholders to successfully implement, adopt and realise business outcomes. Present ideas and outputs in a clear, concise and engaging manner. Deploy established processes, tools and systems, tailoring to specific circumstances and contributing to continuous improvement. Operate as part of a multi‑disciplined team providing a holistic professional advisory service to clients in all parts of a major programme. Accountable for the quality of work and delivering on excellent client care. Disseminate knowledge and experience through communities of practice, social media channels and workshops. Identify and progress business generation opportunities where appropriate. Flexible to travel is a requirement for this role. Qualifications Must be able to attain UK MoD Security Clearance – British Nationals only need apply. Degree or MBA qualification or equivalent experience would be advantageous. Experience of government Greenbook business case development. Experience of working in the defence and/or public infrastructure sector, with a portfolio of experience in managing transactions/projects with a public sector delivery setting. Ability to write HMT Green Book Business across all five dimensions. Familiarisation of HMT Green Book Business Case Economic dimensions. Knowledge of economic benefit assessment, including social value, community benefits and low carbon transition. Appreciation of relevant UK policy guidance development. Experience of government departmental governance process for HMT Green Book Business Case approvals. Additional experience Broader experience in renewable/clean energy, decarbonisation, transport, water services, government services. PPP/PFI experience (in particular PFI Handback). Effective multi‑stakeholder management experience. Influencer capability in commercial/procurement environments; liaising with senior management and building trusted advisory relationships. Robust analytical skills, adaptable and a team player. Strong gravitas in client dealings with a "making the difference" approach. Preparation and delivery of bid proposals alongside senior management. Other essential requirements Valid security clearance (SC) and a British National holding or able to obtain a UK passport. Hold a UK Passport.
