The Crown Estate manages a significant portfolio of land and marine assets across Wales, and the Forum will serve as a vital conduit for local insight, enabling decisions that are informed by the distinct social, environmental, and political context of the nation. The Forum offers a meaningful platform for dialogue—ensuring that Welsh voices shape the TCE’s activity and ensure the impact is felt locally. In doing so, it honours the principle that decisions about Wales should be made in Wales. Be it providing insight on the impact that Floating Offshore Wind in the Celtic Sea will have on those communities, or identifying opportunities to shape the delivery of our nature strategy in Wales or advising of how to work with Welsh Government and Welsh Partners, the Forum will provide evidence and advice to our Executive team to shape the delivery of our strategy in Wales. What You’ll Be Doing Provide Expert Insight Share understanding of economic, social, cultural, and environmental conditions in Wales as they relate to The Crown Estate's functions. Bring experience of how to deliver impact through operating in the Welsh policy and legislative context – and provide advice on new and emerging policy perspectives that will shape future delivery. Inform future The Crown Estate strategy for Wales aligned with The Crown Estate’s strategic priorities. Support the Wales Commissioner and Director of Devolved Nations by providing insights that inform their advice to the Board Commissioners. Strengthen Collaboration Facilitate and support strengthening effective between The Crown Estate and Welsh stakeholders to optimise impact in communities and economy. Listen to and reflect the views of communities across Wales to gather meaningful insights and feedback on our activities. Collectively, bring together a breadth of perspectives and views that represent the diversity of Welsh communities to ensure that the impact of interventions are broad reaching. Deliver Expert Contribution Share expertise across your discipline and sector to deliver well-rounded perspectives Work collaboratively with fellow Forum members Promote transparency, inclusivity, and mutual respect in Forum discussions Meeting Participation Attend four Forum meetings per year (2 full-day in-person meetings in different Welsh locations; 2 shorter meetings in Cardiff) Review papers and materials in advance (typically provided 5 working days before meetings) What You Bring Essential Grounded in Wales You are either from Wales, based in Wales, and/or have clear links to Wales Deep understanding of Welsh communities, economy, culture, and political landscape Demonstrated commitment to delivering positive impact in Wales through professional or community engagement Relevant Expertise (one or more areas) Regional development and economic planning in Wales Social and economic impact and/or experience of Community engagement Welsh politics and government Sectors relevant to The Crown Estate's Welsh activities: renewable energy, land management, nature restoration, science & innovation, property and asset management, marine and coastal management. Advisory Capability Experience providing advice in consultative forums, boards, or advisory groups Systems thinking and understanding of complex stakeholder dynamics Collaborative approach that values diverse perspectives Ability to provide objective, balanced, and politically impartial advice Values Alignment Commitment to The Crown Estate's values: caring, together, creative, and impactful Highly Desirable Diversity & Balance Representation of Wales's ethnic and geographic diversity Perspectives from underrepresented communities Experience spanning private, public, and/or third sectors Governance Experience Board membership or non-executive director experience Track record of effective stakeholder engagement across sectors Why This Role Matters The Crown Estate's activities in Wales are at a pivotal moment. Our Celtic Sea offshore wind programme represents a generational opportunity for renewable energy development. Our urban, rural, and marine holdings touch communities across Wales. Through the Welsh Forum, you'll help ensure our decisions reflect authentic understanding of Wales and align with Wales's priorities. Your insights will directly inform major decisions and support the Wales Commissioner in their board-level advisory role. This is a rare opportunity to shape how The Crown Estate serves Wales for generations to come. Appointment Terms Remuneration & Commitment Annual fee: £5,000 per annum Meetings: 4 per year (2 full-day in-person, 2 shorter meetings with video conferencing available) Time commitment: Approximately 6-8 days per year including meeting preparation and high profile networking events. Term Initial term: 3 years from appointment Extension: Possible 1-year extension subject to satisfactory performance review and continued independence Independence Requirements Members must demonstrate: Absence of significant financial or personal ties to The Crown Estate Ability to provide objective, balanced, and politically impartial advice Willingness to declare any potential conflicts via The Crown Estate's Declaration of Interests process Note Forum members may apply for the Wales Commissioner position in future but cannot serve in both capacities simultaneously. Forum membership will be suspended during any Commissioner selection process. Practical Arrangements It is anticipated that the in-person meetings will rotate around Wales to connect to the communities. Corporate Affairs team provides secretariat support Meeting materials and discussions are confidential Confidentiality & Transparency All Forum members are required to maintain strict confidentiality regarding meeting papers, discussions, and any sensitive information shared during or outside meetings. This ensures that advice can be provided candidly and that The Crown Estate can consider recommendations without external influence. At the same time, we are committed to transparency in how the Forum operates. While individual contributions and deliberations remain confidential, the Forum’s purpose, membership, and high-level outcomes will be published to demonstrate accountability and openness. Members may be asked to participate in public engagement activities but will never be expected to disclose confidential discussions. Successful candidates will undergo reference checks and conflicts of interest assessment before final appointment by the Chief Executive in consultation with the Chief Financial Officer and Executive Director for Corporate Affairs. In the near term, this is likely to include the delivery of renewable energy and Floating Offshore wind in Wales and supporting best practice in the managing best practice of assets in Wales.
