About the Job The Home Office works to build a safe, fair, and prosperous UK. We achieve this through our work on counter‑terrorism, policing, crime, drugs policy, immigration, and passports. Home Office Digital builds and develops services that support up to 3 million visa applications, 100 million border checks, 8 million passport applications, and delivers 140 million police checks on people, vehicles and property each year. In this role you will support the development and use of the Total Cost of Ownership (TCO) model, contribute to an integrated approach to strategy and business planning, and promote the model as the primary financial planning artefact within Home Office Digital. Your Main Day‑to‑Day Responsibilities Support the development of Home Office Digital’s understanding of the cost of delivering products and services to aid accurate decision‑making and align funding with technology enablement. Manage and maintain the TCO model – update input templates and product map, perform roll‑forward processes, and deliver in‑year updates. Use the TCO model for scenario planning, t‑shirt sizing and forecasting to support strategic financial planning. Analyze financial planning and reporting data that demonstrate the ‘cost driver’ relationships between operational performance and financial metrics. Support strategic initiatives and planning cycles (including Spending Reviews and Medium‑Term Financial Plans) to ensure Home Office Digital spend aligns with cross‑government objectives. Consolidate resourcing requirements and supply to align the Home Office Digital Workforce Strategy with financial spend. Engage with business units to understand their requirements, develop 5‑year financial forecasts, and challenge future forecasted spending. Collaborate with finance colleagues and portfolios to build a strong strategic narrative and ensure models accurately reflect service delivery costs. Line Management Responsibilities Line management of staff may be included. Working Pattern This role is available on a full‑time basis, with optional compressed hours. Part‑time working hours are also suitable, requiring a minimum of 4 days / 30 hours per week. Person Specification Essential Criteria Advanced Microsoft Excel capability, experience with finance systems (e.g. ERP, Oracle), and intermediate PowerPoint skills. Proven experience in strategic finance roles such as Finance Business Partnering or Financial Planning, with a strong record of delivering impactful financial insights. Ability to analyze, manipulate and visualize financial and non‑financial data across systems, driving standardization and ensuring quality. Excellent verbal, written and presentation skills, with the ability to translate complex financial information into clear, accessible messages. Good understanding of the use of different channels and formats for different audiences. Experience delivering high‑quality work at pace with minimal supervision, while adapting to changing priorities. Ability to build positive relationships with stakeholders at all levels, using negotiation skills to drive forward financial planning priorities. Desirable Criteria CCAB/CIMA qualified, part‑qualified, currently studying, or possessing extensive finance experience. Willingness to study towards a qualification is preferred.
