Job Description The Environment Agency seeks an experienced Digital Programme Manager to lead the delivery of a multi‑million pound digital transformation programme. This role will shape how we protect and improve the environment through innovative digital solutions, ensuring regulatory functions are efficient, user‑friendly and future‑ready. Key Responsibilities Lead the strategic delivery of a multi‑million pound digital programme, ensuring value for money and measurable outcomes. Drive the transformation of regulatory services, embedding digital‑first approaches that improve customer experience and operational efficiency. Manage programme governance, risk, assurance processes and deliver‑partner contracts in line with government standards. Collaborate with senior stakeholders across the Environment Agency, Defra Group and wider government. Champion innovation, sustainability and accessibility in digital service design. Lead and inspire multidisciplinary teams, fostering a culture of collaboration and continuous improvement. Deliver the benefits identified in the Business Case. Essential Skills and Experience Strong knowledge of programme and project management methodologies (e.g. MSP, Agile, Prince2) and digital change delivery in a complex organisation. Proven experience managing large‑scale digital programmes (£20m+ per annum). Understanding of cyber security principles, risk management and compliance frameworks. Experience in financial assurance and managing spend against budgets. Excellent stakeholder engagement skills with the ability to influence at senior levels. A track record of delivering digital transformation in complex regulatory or public service environments. Passion for environmental protection and public service. Strong data analytical and problem‑solving skills. Location and Travel Base location is any Environment Agency office. Travel across the UK will be required for meetings.
