OverviewLead Portfolio Manager role at Network Rail (via GBRX). Location: London or York with hybrid working; 3 days per week in the office required.We are recruiting for a Lead Portfolio Manager to work on the Digital Signalling Portfolio within the Industry Partnership for Digital Railway (IPDR) at GBRX. The role centers on leading the Market Application Readiness (MAR) workstream as part of the Train Control Systems Framework (TCSF) with responsibility for ETCS capability across deployment schemes and OEMs. You will work with engineers, commercial managers and planners to develop, test and deploy ETCS products at our national test facility and support delivery against the portfolio plan.Key ResponsibilitiesLead the MAR workstream within the TCSF to develop and test ETCS products with four OEMs, ensuring alignment with the national delivery plan.Collaborate with industry stakeholders to define requirements, monitor progress, and report against the portfolio delivery plan; resolve delivery issues.Set the strategy for delivering the workstream to meet the Digital Signalling Portfolio objectives; ensure safe, on-time, on-budget delivery in line with legislation and governance.Lead and support assurance activities (Level 1 and Level 2) across the capital delivery portfolio in compliance with CDM 2015 regulations.Oversee contracting and procurement strategies, ensure legal and governance alignment, and foster supply chain collaboration.Evaluate supplier proposals and manage time-limited contract awards.Essential Qualifications And ExperienceDegree in a relevant discipline or equivalent experience.Membership (or working towards) of the Association for Project Management or equivalent; PRINCE2 Practitioner or equivalent.Strong knowledge of Health and Safety legislation and CDM 2015; understanding of CSM regulations.Experience in procurement, assurance processes and project governance.Proven ability to lead cross-functional teams and manage complex issues with strategic cost and priority considerations.Desirable QualificationsKnowledge of investment, commercial and procurement regulations; experience with NEC4 contracts.Experience with PACE framework and Network Rail asset management practices.Experience delivering complex development and delivery programmes with major Original Equipment Manufacturers.Ability to work with internal and external engineers to resolve issues collaboratively.How To ApplySalary: £55,596-£65,966; Closing date: 10/12/25.
