Development Manager (Estates) – Castle Point Borough Council Temporary full‑time role, £500–£600 per day (umbrella). This is a 3–6‑month appointment based in the office two days per week. Location: Castle Point. Closing date: 2nd December 2025. Role Purpose To manage the design and development project stages for major refurbishment and new‑build schemes that improve affordable housing provision and the environment of existing housing estates, working with Regulated Professionals, private developers, and supporting the Strategic Head of Housing Services on securing investment projects in the Borough. Liaise with the Development Commissioning Officer on bidding opportunities for regeneration and housing investment schemes, especially those aiming to improve affordable housing and programmes for funding already secured. Interpret advice on building, fabric, and associated infrastructure, including specialist advice on defects; determine significant repairs, replacements, and/or upgrades, informing strategic investment decisions such as major refurbishment, extensions, new‑build schemes and annual budget setting across the portfolio. Manage the delivery of projects, ensuring they meet quality standards, timelines, and budget constraints. Act as Estates lead officer, closely liaising with the Commissioning Officer and providing monitoring and reporting of project progress to the Asset Review Board. Key Responsibilities Work proactively with Development and Regeneration Commissioning Officer, Housing Service and Corporate Estates Team to ensure successful development and delivery of priority housing projects. Oversee and manage planning, execution, and completion of building and development projects, leading external consultants and managing design from RIBA Stages 1–6, and supporting the strategic Commissioning Officer at Stage 0. Define project scope and objectives, involving all partners and stakeholders, ensuring technical feasibility and timely completion. Build and maintain strong relationships with stakeholders, colleagues, consultants and contractors, ensuring effective communication and successful delivery. Ensure all works comply with relevant regulations, health and safety standards, and best‑practice guidelines. Manage key housing investment schemes and maintain day‑to‑day relationships with affordable and regeneration providers, developers and consultants. Support the Assistant Director – Estates in developing, managing and delivering the service, leading governance and facilitating forums to achieve affordable housing and regeneration objectives. Handle end‑to‑end project liaison—from initiation, planning, design, execution, monitoring to closure—demonstrating versatility to achieve successful completion. Key Skills / Experience Required Qualifications: RICS qualified / CIOB / RIBA. Experience developing large‑scale property, reinvestment programme and building compliance programmes. Knowledge of planning and building control processes and statutory requirements. Knowledge of CDM 2015 regulations and construction contract forms. Skilled negotiator with knowledge of construction and contract law; appropriate professional qualification such as RICS, RIBA or CIOH. Extensive experience delivering construction projects, housing and regeneration schemes. Sound budget management awareness and reporting skills.
