Key Accountabilities Commission Management Coach junior staff and allocate roles to ensure effective cost management Advise clients on feasibility studies and procurement options Manage estimating and cost‑planning stages, presenting the final cost plan to the client Lead tendering and procurement processes, including pre‑qualification, tender lists, preliminaries, tender analysis, tender report, and contractual documents, using relevant cost‑management tools Act as contract administrator, managing post‑contract cost variances and change control; refer major changes to line manager Peer‑review cost allowances and carry out valuations on larger projects; ensure timely and accurate cost checking and valuation Produce monthly post‑contract cost reports via our Cost Control App and present them to the client Input into value engineering and negotiate final accounts Interface with the client, Project Manager and other consultants at all stages Collaborate with Turner & Townsend’s project management team during delivery Lead a cost‑management team where appropriate, ensuring delivery of all accountabilities Utilize our bespoke digital cost‑management tools and services Implement our Embodied Carbon Calculator, a bespoke carbon‑accounting tool, to produce carbon‑footprint reports Manage internal fees, internal job costing and resourcing requirements Marketing and Business Development Identify opportunities to develop new business with existing clients and report to line manager using the marketing database Develop and maintain a professional network of peers and potential clients Lead bid submissions Identify ways to improve cost‑management procedures, templates and products Participate in extracurricular activities, external groups, networking and CPD events Internal Management Accountabilities Knowledge management – input key information and learning from each commission into the internal database Process improvement – identify ways to improve internal systems and processes; refer ideas to line manager Mentor and support junior staff development Manage projects on D365 Reporting Senior Cost Managers typically report to an Associate Director, Project Director or Director, depending on context. Key Performance Indicators Commissions managed to the right quality standards, completed efficiently and on time Service delivery on commissions aligned with conditions of appointment Good relationships with clients and cross‑functional team members Effectiveness as a member of the cost‑management team, including responsible supervision of Assistant Cost Managers and Cost Managers Identification of new business opportunities with existing clients Margin levels tracked on all commissions Effective cascade and retention of key information and data The Candidate Desired Attributes Autonomous, initiative‑driven and collaborative Skill in building relationships across the business, delegating tasks to junior team members and supporting their technical development Qualifications Minimum BSc in Quantity Surveying or similar Demonstrable experience delivering cost management services in the built environment Membership or working towards RICS (MRICS), ACostE or equivalent professional qualification Practical knowledge of NEC forms of contract beneficial Additional Information Our inspired people share our vision and mission.
