Early Years Early Intervention Partner Contract: Fixed Term, Full Time (21 months) Salary: £42,761 to £50,307 per annum Location: Chelmsford Working Style: Anywhere worker Closing Date: 16th December 2025 The Role Essex County Council, via its Early Years and Childcare strategy, has committed to ensuring the early years system is effectively focused on improving outcomes for children most in need of support. The Early Years Early Intervention Partner will work across Essex, partnering with the early years sector to deliver high‑quality, inclusive early education responsive to individual needs, with a focus on children experiencing developmental delays due to lack of early access to age‑related experiences or opportunities. Accountabilities Define and achieve individual and shared targets within the performance management framework. Provide an informed perspective on child development, ensuring pre‑school aged children at risk of poor social, communication and independent outcomes receive effective support. Lead analysis and use of relevant data to identify cohorts at risk and develop appropriate interventions and tailored support. Evaluate impact of interventions for individual children, group interventions and training, and identify next steps. Gather insight into pressures facing the early years sector to inform strategic planning and service design. Upskill early years providers and child‑minders, providing them with early intervention skills for high‑quality practice and targeted provision. Support implementation of the Balanced System, the Inclusion Framework and the Ordinarily Available model within the Essex Early Years system. Sign‑post early years settings to appropriate support and resources at pre‑statutory levels. Work strategically with the early years sector, influencing leaders to evaluate practice and build capacity through coaching, training and mentoring. The Experience You Will Bring Qualified Teacher Status (QTS), Early Years Degree or equivalent qualification and/or extensive equivalent experience. Evidence of continuing professional development and expert knowledge in relevant professional area. Sound knowledge of factors that improve outcomes for pre‑school aged children. Extensive understanding of the Early Years Foundation Stage and communication/language in early child development. Extensive experience partnering with early years settings, child‑minders, health providers, social care and the Essex Child and Family Wellbeing Service Family Hubs. Excellent verbal and written communication skills, able to produce reports and deliver training, coaching and mentoring. Ability to be mobile across Essex. Valid driving licence, access to a vehicle, or ability to meet mobility requirements through other means. Why Essex?
