Job Description
We are seeking an experienced and dynamic Programme Manager to lead and oversee the successful delivery of LSST’s Further Education provision. The Programme Manager will play a critical role in ensuring that all elements of the Youth Trailblazer programme are delivered to a high standard, including quality, compliance, performance, and learner outcomes.
You will take full ownership of programme delivery, manage staff teams across teaching, coaching, administration, and compliance, and act as the primary point of contact for partners and stakeholders. You will ensure that learners receive an exceptional experience across their entire journey, from recruitment through to progression, while upholding Ofsted, contractual, and LSST quality expectations.
Key Responsibilities
1. Take full ownership of all assigned FE programmes and projects, ensuring end-to-end delivery that meets LSST, Ofsted, funder, and partner expectations.
2. Ensure all contractual targets, KPIs, and performance indicators are consistently achieved across learner recruitment, attendance, completion, and progression.
3. Lead on identifying and resolving operational issues, allocating resources effectively, and ensuring delivery remains on track.
4. Oversee the entire FE learner journey, including recruitment, outreach, IAG, ILP creation, onboarding, retention, and progression.
5. Coordinate teaching, coaching, and support teams to ensure a holistic and high-quality learning experience.
6. Ensure all data collection, MIS entries, reporting, and evidence meet audit, funding, and compliance requirements, working closely with the Head of FE and MIS Manager.
7. Lead continuous quality improvement, ensuring teaching and learning, safeguarding, and learner experience align with Ofsted expectations.
8. Ensure internal QA processes are implemented effectively, maintaining provision that is consistently rated Good or Outstanding.
9. Produce accurate performance, quality, and recruitment reports for senior leadership and funding partners.
10. Act as the primary point of contact for external partners including Birmingham City Council, WMCA, DWP, employers, community organisations, and other stakeholders.
11. Represent the FE team at internal and external meetings, events, and contract reviews.
12. Build strong relationships with local employers to support work opportunities and progression pathways for learners.
13. Chair weekly project and delivery meetings to monitor progress, actions, and risks.
14. Provide effective line management for delivery staff (tutors, coaches, administrators, and specialist roles), including one-to-ones, appraisals, performance management, and staff development.
15. Support coaching and teaching staff to deliver high-impact learning, learner support, and progression outcomes.
16. Contribute to the growth of FE provision through innovation, partnership development, and identification of new opportunities.
17. Support bid development, contract mobilisation, and new programme implementation when required.
18. Undertake any other reasonable duties assigned by the Head of FE or senior LSST leadership.

Person Specification
Qualifications
Candidates must hold one of the following IAG and teachings qualifications:
* A teaching or training qualification (e.g. AET, DET, CertEd, PGCE).
* An Assessor qualification, ideally with an IQA/IV qualification.
* Level 4 Information, Advice and Guidance (IAG) qualification.
Equivalent professional experience may be considered in exceptional circumstances.
