About the role: This key role supports the Head of Finance – Operations, delivering business advice and coordinated management of rates and government accounting. It impacts profitability across all functions and offers exposure to senior leaders on tactical and strategic matters. Responsibilities Own senior leadership relationships and lead a team of experienced professionals responsible for: Rates submissions Owning Long Range Plan (LRP) and Annual Operating Plan (AOP) rates cycles Developing and calculating, for all rate decks: The estimated and actual costing and pricing overhead and G&A rates used to price bids and charge backlog contracts The estimated and actual average labour rates used to price bids and charge backlog contracts Collaborate with Business Programme Finance (BPF) to maximize recoverability of R&D and bid costs through rates Problem‑solve complex challenges, such as new strategic pricing methods Rates Management Single point of contact for rates analysis, reporting, and queries; build key relationships to deliver outcomes. Provide recovery forecasts, budgets, and R&Os to support pre‑close, close, and AOP/LRP planning cycles. Manage consolidated R&Os register for rates (functional and business inputs). Partner with Mission Area Leads/BPF to ensure recovery analysis is understood. Own ad‑hoc rates exercises, e.g., mid‑year re‑forecasts and scenario planning. Create Leadership Team ops reporting, control tower submissions, speaker notes for LT Ops, and maintain rates PowerBI dashboards. Maintain COGNOS rates model and oversee system rollout for new rates (SAP, PMX, COGNOS). Support implementation of new finance systems related to functional forecasting and rates. Government Accounting Ensure RSL’s financial compliance with the Defence Reform Act (DRA) and Federal Acquisition Regulations (FAR). Own RSL’s relationships with CAAS (UK MOD Auditors), SSRO, and DCMA. Manage, review, and submit all reporting and responses to these bodies. Coordinate programme reporting and audit activity with MOD. Ensure Finance and Commercial teams are fully trained in compliance issues. Act as the RSL SME for all DRA, FAR, and reporting queries; attend industry groups to stay updated. Respond to queries from internal and external auditors promptly. Team Planning/Comms Plan repeatable and ad‑hoc rates, capex, and change activities within Ops Finance. Act as liaison between Ops Finance, BPF, FP&A, and Central Finance to align calendars. Draft Ops Finance communications aligned to calendar requirements. Candidate Requirements Qualified CIMA/ACCA/ACA Finance Manager with defence background. Excellent people manager, comfortable with direct and indirect influence. Strong presentational skills; able to extract high‑level messages from data. Ability to manage concurrent issues with multiple senior stakeholders under time pressure. Strong communicator and networker with insights into the business model. Excellent verbal and written communication; explain financial concepts to non‑financial staff. Experience in a programme environment and accounting for long‑term contracts. Knowledge of the Defence Reform Act, Federal Acquisition Regulations, MoD procurement methodologies, and DEFCONs. Experience with proposal processes such as RLPM/IPDS and working in a matrix organisation. Understanding of project reporting including EACs & EVMS. Desirable Skills Negotiation experience and effective influencing. Ability to own issues and deliver effective outcomes. Strong analytical and strategic thinking skills. Creative and entrepreneurial mindset for innovative solutions. Excellent systems skills, including SAP and Microsoft Office. Excellent planning skills.
