Senior Evaluation Advisor - Water Industry Enforcement - 32371 The Environment Agency are fully committed to having an inclusive workforce to reflect the communities we serve. Two years of investment and new powers such as those under the Water (Special Measures) Act have been rolled out. We need a Senior Evaluation Advisor to maximise the impact and public value of these investments, a key part of our Corporate Strategy, EA2030. Responsibilities Lead evaluation on water industry enforcement actions, focusing on “what works” and providing evaluation leadership for this topic area. Design and implement evaluation frameworks covering process, impact and value‑for‑money. Build an evidence base, increasing rigour as measured against the Nesta scale. Implement qualitative and quantitative research methods. Make recommendations for change to senior leaders to improve operational performance, efficiency and effectiveness. How you will work Collaborate with managers responsible for the Water Enforcement strategy at conceptual and operational levels. Help them understand the effectiveness and cost‑effectiveness of our interventions, the use of the best mix of interventions and the deterrent effect on industry behaviour. Use influencing skills to present information that is new, complex or counter‑intuitive. Commission and manage work delivery through contractors, academia or Defra colleagues. Qualifications & skills Excellent knowledge of current evaluation approaches, including theory‑based impact evaluation, quasi‑experimental methods and HM Treasury’s Magenta Book. Strong people skills: structured interviewing, workshop facilitation and the ability to distil and present evidence‑based messages. Specialist skills in economics, statistics or social/operational research methods are an advantage. Experience in regulatory enforcement evaluation, or understanding of water regulation from an operational perspective, is a bonus. Exemplary project and contract management skills and some line‑management experience are desirable. Location & flexibility National role, flexible/hybrid; some travel and overnight stays may be required. Based at EA Office with national working location.
