Operational Manager – Patient Flow Go back Torbay and South Devon NHS Foundation Trust The closing date is 17 December 2025 The operational manager for Discharge Hub and Short Term Services will support the Deputy Community Service Manager and the wider senior management team to achieve excellence in our patient care and pathways. Responsible for the operational and service management, delivery and development for Discharge Hub and Short Term Services and staff group. To develop and implement business plans, projects, change initiatives. To actively carry out business performance monitoring and reports, support the Trustwide Management team for integrated working, and service development by building and maintaining effective working relationships across the acute, community, ICB and the private sector. To have responsibility for named workforce to ensure that all staff are appropriately line managed, supervised and supported in accordance with the relevant policies of the employing agencies and best practice. Responsible for budget & physical resources for named services and staffing group. Main duties of the job The operational manager for Discharge Hub and Short Term Services will support the Deputy Community Service Manager and the wider senior management team to achieve excellence in our patient care and pathways. About us Operational Management of the discharge pathways (1-3) within the organisation is pivotal to the quality of patient care and experience and achievement of national quality standards to ensure safe care and to minimise delays. You will be leading and supporting experienced teams, working across the ICO and Devon County Council. Job responsibilities #caretojoinus Person Specification Qualifications and Training Degree or Graduate Diploma as a registered health or social care professional HCPC, NMC or SW (England) registration Evidence of continued professional development Leadership and Management qualification/experience/knowledge (e.g. Chartered management institution, Leadership and management apprenticeship) Educated to degree level or equivalent experience/ability/training Professional operational service delivery and business management knowledge Proven relevant professional operational service experience working in an acute Trust in an admin or clinical capacity Ability to work with multiple IT/software applications, i.e. use of spreadsheets / compiling statistics Post graduate/experience/ability/training (willingness to complete formal qualification) Knowledge and Experience Significant clinical knowledge in area of own professional and community teams High level of understanding of NHS national targets and priorities Specialist knowledge across range of procedures and practices underpinned by theory Lead, plan, organise complex activities/programme Demonstrate negotiation, influencing and persuasive skills where issues could cause conflict in a constantly changing environment Outstanding organisational skills necessary with an ability to use initiative; make autonomous decision and judgment based on assessment of situations with many variables Lead on Service Development/Change Proven problem-solving skills Ability to work in a multidisciplinary team with a flexible approach Experience of multi-disciplinary team working across agencies Able to demonstrate logical thought process Process mapping and project management techniques Specific Skills oFast mental agility working in a dynamic environment oExcellent interpersonal skills and communication both written and verbal oAdvance Supervisory/Management experience in healthcare setting including rota-management/Service change/Business planning oReview and investigate operational incidents and concerns, undertaking root cause analysis, corrective and preventative actions. oDevelop a comprehensive work plan taking into account a comparison of a range of options and evaluation process. oMedium to long term planning, monitoring, delivering and evaluating of strategic projects or initiatives, using project management methodologies.
