Head of Clinical Engineering Job Summary Do you have extensive experience of Medical Device Management in a Clinical Engineering service? Main Duties You will have extensive experience of medical device management to be head of the Clinical Engineering team, to provide a strategic lead to the Trust for the medical device replacement programme, and to shape the future direction of the Clinical Engineering department. The Clinical Engineering service is being developed to meet the evolving demands of modern medical device technology in the hospital environment, together with the imminent expansion of services at Dorset County Hospital through the New Hospital Project (NHP) programme of works, and the forging of closer links with our colleagues in Clinical Engineering at University Hospitals Dorset and Dorset Healthcare Trusts. This role is pivotal to the success of those developments and as such there is potential for in‑post career progression. The successful applicant will also have significant experience in change management and the implementation of accreditation of Clinical Engineering to the ISO13485, ISO9001, or other appropriate Standard. Person Specification Essential Good honours degree (1st or 2nd class) or equivalence in a relevant subject e.g. Physics, Electronics or Engineering. Relevant MSc/higher degree or equivalence in a relevant subject. Professional registration with one (or more) of the following institutions: Academy of Healthcare Sciences (AHCS); Institute of Physics and Engineering in Medicine (IPEM); Register of Clinical Technologists (RCT); Health and Care Professions Council (HCPC). Specialist, multi‑disciplinary medical equipment training courses. Substantive, practical experience of managing a Clinical Engineering service within an acute NHS hospital environment. Expert knowledge and understanding of relevant legislation, national standards and professional guidelines relating to the use and application of healthcare technologies. Expert knowledge of policies and procedures relating to medical device management within a hospital environment from procurement to disposal (e.g. MHRA, NICE guidelines, WEEE regulations). Extensive knowledge of the medical device marketplace from procurement to disposal and its rules and regulations. Extensive knowledge of the medical device maintenance industry and its operational rules and regulations. Practised in operational planning and delivery relating to medical device projects and appropriate patient care pathways. Proven track record of delivering projects to time, within cost and scope. Experience of managing budgets, producing reports and striving for best value. Able to create a safe environment by allocating the right resources in the right place (e.g. workforce, equipment, technology and training). Proficient in compiling business cases, managing clinical trials and overseeing tenders. Experience of highlighting, designing and delivering cost‑improvement initiatives. Extensive experience in quality management systems: ISO 9000, BSI 70000 and ISO 13485. Specialised practical knowledge of Clinical Engineering, including clinical applications of medical devices and their respective human interaction. Understanding of the processes, medical systems, technical data and interdependent services required when equipping wards, departments and new buildings with medical equipment. Understanding of bespoke IT application packages and the ability to effectively employ information management systems to optimise service delivery (e.g. F2, EQUIP). Appreciation of programme/project management methodologies and their application to medical devices and patient care pathways. Highly developed physical accuracy and dexterity, ability to use fine tools and specialist test equipment for adjustment, accurate measurements and fault‑diagnosis. Able to determine the causes of complex problems on varied and specialised medical devices, systems and networks. Able to work on complex medical devices in patient‑sensitive environments, often while devices are still connected to a patient or in‑site. Proficient in full use of MS Office Suite. Demonstrable leadership and management skills, with a proven track record of delivering technology‑centred projects. Well‑developed analytical thinking and decision‑making ability. Clear and accurate communication skills via phone, email, face‑to‑face, written reports and presentations – frequently conveying complex problems and sometimes sensitive issues to colleagues at all levels. Able to organise, prioritise, and work under pressure – managing multiple projects and a diverse range of highly complex activities at one time, meeting deadlines whenever required. Able to work under emotionally stressful situations depending on different managerial and clinical environments. Well‑developed negotiating and influencing skills when dealing with colleagues, representatives of medical companies and device manufacturers. Able to embrace and promote positive change. Actively seeks towards developing their own knowledge and professional development. Possess mentorship and talent‑management skills to encourage the development staff. Fair and consistent in dealing with all staff and other stakeholders encountered in the workplace. Safe working knowledge with hazards such as high voltages, bio‑hazards, compressed medical gases and ionising radiation. Hold current driving licence. Proven teaching ability, with experience of training matrices and working with clinical education staff to deliver equipment training. Desirable Chartered Engineer or Scientist.
