**Hourly Pay Rate**: £11.76 to £14.32 dependent on experience
**Hours**: 37.5 per week (Monday to Friday)
**Length of the contract**: Initially 3 months
Grafton Recruitment are now seeking to appoint an experienced HR Officer to our Public Sector client based in Barnsley. The HR Officer is responsible for supporting the Human Resource Business Partner Team in providing a professional and effective day-to-dayoperational human resource service. The HR Officer will also provide an effective HR service to a dedicated cluster of Business Units and will work flexibly to support the work of the broader HR directorate, including the operational and corporate areas.
**Duties of the HR Officer**
- To act as the lead HR contact for a specific cluster of business units on all aspects of the human resource service, referring more complex matters to the Human Resource Business Partners where appropriate.
- To work across other business units as and when required in order to ensure the HR Business Partner Team meet their key performance indicators.
- To produce a monthly HR performance report for each business unit and present this at monthly departmental meetings as delegated by the HR Business Partner.
- To take proactive action to improve HR performance indicators such as sickness, mandatory training and appraisals.
- To provide day to day HR advice, support and information to Directors, Managers and staff on the implementation of the client's policies for handling discipline, grievance, recruitment and selection, bullying and harassment, absence management, capability,organisational change issues and agenda for change issues, taking due regard of statutory obligations.
- To manage an individual caseload, including providing routine HR support, advice and guidance to Managers on matters such as investigations, disciplinaries and sickness review meetings, referring highly complex and highly sensitive issues to the Human ResourceBusiness Partners. This includes ensuring a consistency in approach, the preparation of relevant documentation and attendance at informal and formal meetings/hearings.
- To maintain and update the central record of cases within the HR department in line with internal diversity monitoring requirements, providing information for reporting purposes as required.
- To provide advice, support and guidance to Managers on all aspects of employee relations and terms and conditions of service, including medical staffing, taking into account the client's requirements/guidelines and employment law. Complex queries will usuallybe discussed with the Human Resources Business Partners for example where there is an absence of guidelines.
- To arrange formal meetings and produce outcome letters as required.
- To produce ad-hoc guidance and template documents for Line Managers.
- To work with direction from the Human Resource Business Partners to support the implementation and embedding of national HR initiatives and relevant legislative requirements.
**Role Criteria**
- Degree level or equivalent relevant work experience.
- CIPD Institute of Personnel and Development (Professional Qualification) or working towards.
- Experience in a HR department, including experience of providing a customer focused service and giving advice to managers on a wide range of HR issues (organisational change, a range of employee relations issues, and drafting HR policies and proceduresetc.)
- Understanding of current, relevant employment law.
- Understanding of changes and developments in HR and initiatives in the Public Sector.
- IT literate across Microsoft Suite including spreadsheets (Excel).
- Strong interpersonal skills for effective working with colleagues and internal customers.
- Ability to communicate effectively both verbally and in writing.
- Ability to manage conflict and sensitive situations.
- Ability to deal with constant interruptions.
- Presentation skills (including use of Microsoft PowerPoint).
