NPIC is committed to delivering a programme aimed at the implementation of a number of internally developed and externally procured Digital Head of Research Infrastructure will introduce new, or expand existing, Digital solutions/systems into complex clinical environments, often spanning multiple departmental and organisational boundaries within the region.
NPIC works collaboratively with Hospital Trusts, Universities and commercial companies ranging from spinouts and SMEs to large multinationals to expand to use and impact of digital pathology and artificial intelligence and as well as the development of quality assurance tools for digital pathology.
Our team plays a vital role realising our ambitions by helping to develop project opportunities and support projects through their lifecycle.
Main duties of the job The post holder will work as part of the wider NPIC senior team and lead on the development and provision of high-quality data and services to the NPIC Programme and NHS Partner Head of Research Infrastructure will be responsible for creating and maintaining all technical aspects of NPICs research activity, including digital slide scanning, image management systems, AI development and data warehouses.
The post will be required to work closely with both clinical and research arms of the programme and lead several sub-teams to achieve the delivery of a varied portfolio of projects.
The poster holder should have extensive experience in the delivery of digital pathology infrastructure projects and have a track record of delivery in AI research.
The successful candidate will be expected to raise the profile of the NPIC Programme and deliver a consistent and clear message around the research strategy.

This programme is underpinned by Information Technology and the delivery of a range of digital solutions.
The NPIC Programmes commitment to this programme includes the implementation of a number of internally developed and externally procured Digital solutions.
It is necessary to introduce new, or expand existing, Digital solutions/systems into complex clinical environments which often span multiple departmental and organisational boundaries within the Region.
The National Pathology Imaging Co-operative (NPIC) programme, a £100m+ initiative supported by central funding from NHS England, Innovate UK and the Office for Life Sciences.
NPIC has the ambition to provide a national platform to support pathology services.
The ambitions of the programme include: 1.
Driving clinical use of digital pathology nationally and providing a platform to support this; 2.
Designing, building and maintaining a platform for the development of artificial intelligence and the evaluation of the AI lifecycle, and; 3.
Providing a platform for further research & innovation and maximising the platform to facilitate this.
As the Head of Research Infrastructure, the post holder will work as part of the wider NPIC senior team.
To take the lead on the development and provision of a high quality integrated and proactive Business Intelligence service to the NPIC Programme NPIC Programme and NHS Partner NPIC Programmes.
To drive the assurance and optimisation of the use of Business Intelligence across the NPIC Programme and NPIC NHS Partners, supporting; clinical, corporate and executive teams.
To lead on the application of robust information standards and the provision of expert Information advice NPIC Programme wide.
To provide strategic leadership to the NPIC Information Team, ensuring their responsibilities to the NPIC Programme are met, setting their objectives and assessing core competencies and performance.
PRINCIPAL DUTIES & AREAS OF RESPONSIBILITY Deliver a NPIC Programme wide Business Intelligence service supporting all aspects of service provision ( performance, quality, income recovery) and take the lead on Information Business Partnering, providing expert advice and support on the effective use of Business Intelligence to deliver improvement.
To take overall responsibility for service development and for interpreting and implementing policy for the department on behalf of the NPIC Programme To be responsible for the design, development, delivery and management of the NPIC Programme Programmes reporting and business intelligence information systems.
Adhering to Trust and external policies and guidance, the individual will be the lead specialist expected to establish how these should be interpreted, and in many cases, will provide advice and guidance to the organisation in how these should be interpreted and implemented in the delivery of the functions of the multiple teams within the function.
Responsible for the management of the departmental budget, covering multiple services and the associated technical physical assets.
Act as the lead contact between Information and clinical, corporate and executive teams.
Ensure business requirements are gathered in a robust and rigorous manner with an appropriate level of challenge, ensuring requirements are SMART and linked to NPIC Programme objectives.
Raise the profile of the NPIC Programme, deliver a consistent and clear message around the Informatics strategy and plan and build the credibility of Business Intelligence across the organisation.
Support NPIC Programme long term strategic planning, providing an analytical service capable of resolving highly complex problems relating to business planning and demand & capacity analysis.
These analytics will involve; a multiplicity of targets/objectives, require judgements regarding allocation of resources and judgements on a range of decisions and risks where there is no precedent and where other leading opinions may conflict.
Develop and implement best practice processes to enhance the accuracy and timeliness of clinical data across the NPIC Programme and facilitate the sharing of best practice across clinical boundaries.
Plan and organise a broad range of complex activities, formulating long-term strategic plans involving uncertainly and which impact across the Programme.
Advise senior managers and clinicians over issues, persuading them to a certain course of action; developing and delivering formal, complex presentations ( multi-faceted modelling and analysis) to large groups of (often senior) non-informatics managers conveying complex concepts clearly and persuasively.
Provide and receive highly complex, sensitive or contentious information; achieving agreement and co-operation as required.
Engage with services to develop BI tools/dashboards which effectively monitor performance against nationally and locally set metrics and provide intelligence to support continuous improvement.
Establish and embed the single version of the truth, linking and triangulating datasets where possible.
Represent the NPIC Programme on formal project boards and committees providing expert advice and intelligence Core knowledge and understanding Advanced theoretical and practical knowledge of NHS information standards and systems.
Expert knowledge of NHS informatics procedures, NHS policy and legislation; experience & expertise in information management, strategic & staff leadership roles; acquired through specialist training and experience.
Detailed knowledge of; Commissioning Data Sets, the Secondary Uses Service and Hospital Episode Statistics.
Expert knowledge of national and local NHS targets and performance indicators associated monitoring processes, and their application to the Trust.
Detailed knowledge of; Information Governance, Data Protection Legislation including Caldicott principles, and the Freedom of Information Act.
Detailed knowledge of NHS commissioning processes and Service Agreements information.
Expert knowledge of benchmarking systems and techniques, and practical experience of their effective application.
Experience and advanced skills in using information and analysis for solving complex problems to support delivery of organisational objectives, performance management and quality improvement.
Provide strategic leadership to the NPIC Programme Analysis and Reporting function.
Ensure the provision of a high quality, pro-active and innovative Information service supporting the strategic clinical and operational planning and management of services.
Champion the proactive use of information across the NPIC Programme to understand variation and drive improvement.
Support evidence based decision making through the use of intelligent analysis including flow analysis and statistical process control.
Collaborate with corporate and operational teams in the strategic and tactical use of clinical and non-clinical information.
Engage with clinical and operational teams to develop and implement systems and processes which are fit for purpose to underpin high quality information and provide robust data assurance.
Promote clinical and operational ownership of clinical data collections and outcome information.
Drive cultural change across organisation to ensure that excellent data quality is embedded into normal practice.
Provide assurance to the Programme Board on the quality of data held on the NPIC Programme clinical and non-clinical information systems.
Represent the NPIC Programme on formal project boards and committees providing expert advice and intelligence.
Ensure all mandatory NHS returns leaving the NPIC Programme represent a true and fair view and meet defined timescales and definitional requirements.
Act as lead NPIC Programme Information contact with national NHS bodies such as the Care Quality Commission, NHS England, Clinical Commissioning Groups, NHS Improvement, Health & Social Care Information Centre and Department of Health, as required.
