Job summary The NHS Black Country Integrated Care Board (ICB) is seekinga Commissioning Manager to work within the team in Walsall.
Whilst thepost will be responsible for commissioning a wide range of services to meet thehealth needs of the local population the main focus of the role will be onservices for children, young people, families and womens health.
Puttingchildren first is a key priority for Walsall with high demand for services anda high level of deprivation and poverty.The role will work closely with Childrens Commissioners atWalsall Council and the Walsall Together partnership to support the developmentand implementation of integrated health and care models.
The role will alsoliaise with clinical and quality teams to understand the needs of vulnerablechildren and ensure that these are taken into account in the development ofservices and pathways.The successful postholder will have experience ofcommissioning in the field of health and care and a strong commitment toimproving outcomes for local people.
Experience of commissioning services forchildren and young people is desirable but not essential.

To take responsibility for themanagement and evaluation of new and existing projects across the commissioningagenda.To ensure that all aspects of thecommissioning process contribute to the reduction of inequity of serviceprovision.To research best practice andbenchmarking information and use this to inform commissioning locally.
To establish and support a rangeof networks, meetings and forums to ensure delivery under the key aspects ofthe strategy.To make decisions on a range ofhighly complex project issues where there may be more than one course of actionto be responsible for interpreting national guidance as the expert incommissioning services.To develop tools to be sharedacross local agencies (health, social services, education, local authorityincluding public health, voluntary sector) for assessing and responding toservice need.
To identify the different rolesof those within the community, such as Clinical Commissioning Groups, as wellas community groups and individuals and build local alliances across allstakeholders.To provide senior commissioningsupport to ICB contract and quality review processes including the preparationof information and any reports required to facilitate discussion at thesemeetings.Tobe responsible for monitoring spend against commissioning plans for thecommissioning portfolio for which they are responsible.To prepare business cases forchange that are properly constructed and costed.
To provide and receive highly complexsensitive or contentious information to and from commissioners and providerswhere there may be barriers to understanding and agreement or cooperationrequired, such as contract negotiations.
To persuade Governing Body,Commissioning Committee and senior managers of the importance of theinitiative/programme, to negotiate with and motivate on project delivery,including linking in with other initiatives, very sensitive information aboutperformance and change; Make formal presentations to large groupsTo promote the development ofintegrated services.To develop systems and processesto ensure the engagement of a wide variety of stakeholders in the developmentof a wide variety of commissioning strategies and identifying future priorities.To work with local communities todevelop their capacity and enable them to participate in the formulation ofcommissioning plans and setting of priorities.To work with local communitygroups to establish patterns of need for the different communities and ensureservices reflect these needs.To work in close collaborationwith colleagues with direct responsibility for acute, mental health andspecialised services.To develop commissioning policyfor the ICB that relates to patient services and engages with Providers andother stakeholders and addresses key national policy requirements.

To develop mechanisms to developlocal service strategy and policy and share and implement good practice locallyand nationally.To keep up with and disseminatebest practice.
To lead and facilitate thedevelopment and implementation of QIPP initiatives.
Working effectively with all stakeholders -negotiating / influencing to secure delivery of changes.To rapidly identify the trainingrequirements of new models of care to be commissioned that assist in the upskilling of professionals, working with the appropriate providers in theimplementation of training requirements.To co-ordinate commissioningmeetings and activities with appropriate programme board and any othersub-groups.To undertake and commissionrelevant research to promote evidence-based commissioning, including theundertaking of complex audits and surveys relevant to the programme.
