Job summary TheNHS Black Country Integrated Care Board (ICB) is working with GPs and healthleaders across the Black Country on a programme of work to transform andimprove primary care over the next five years.
Primary care includesgeneral practice, community pharmacy, dental and optometry services.
Theseservices are often the first places people go to for help with their health.Afive-year strategy has been developed, setting out the ambition for how primarycare services can be transformed.
It has identified new ways of working whichwill help reduce pressures, make general practice more sustainable and improvethe experiences of patients and staff alike.
It will focus on delivering betterunplanned, planned and preventive care which will lead to healthier lifestylesand improved outcomes for people across the Black Country.Tosupport the delivery of the new five-year strategy the ICB is creating aTransformation Team, including the role of Programme Manager, to work closelywith GPs and health leaders across the Black Country to set up and manage aProgramme Management Office (PMO) to organise and manage this programme ofwork.
This is an exciting opportunity to contribute to the future delivery ofprimary care across the Black Country.
Main duties of the job The Programme Manager will be responsibleto ensure primary care transformation across the Black Country to deliver the5-year Black Country Primary Care Strategy.The post holder will be responsible forsetting up the PMO, putting the systems and processes in place to drivedelivery and measure progress/achievements to delivering the objectives andaccompanying governance.
The postholder will recruit to the new PMO team.

The ERS recognises commitment and support from UK employers for defence personnel.Note: in case of fraudulent activity please ensure you check the sender which will be from Job description Job responsibilities Programmeand Project ManagementThe post holder will be expected to manageprogrammes and projects to deliver the priorities in the Primary Care Strategy,operating to Programme governance within resources (including financial) toenable the transformation of primary care including alignment wider ICB and ICSstrategies such as the Financial Recovery Plan (FRP).
The post holder will be responsible for:1.Developing the programme managementand delivery plan2.Ensure projects and programmes arealigned with the business case and strategic plan of the organisation3.Defining programme controls, or theprocesses, procedures, reporting etc including audits (baseline and post changeimpact) throughout the life of the programme, to manage the programme,demonstrate benefits realisation and meet requirements of the Primary CareTransformation Board and Primary Care Collaborative (programme methodology)4.Plan the overall programme and monitorprogress to ensure that milestones are being met across various projects andprogrammes5.Set out the programme budget, andmanage in accordance with the ICBs Standing Financial Instructions and associatedpolicies6.Manage the risks and issues that arisingthroughout the program life cycle, taking measures to correct them when theyoccur and escalating as appropriate7.Coordinate the projects and theirinterdependencies between the various projects and programmes within PrimaryCare transformation programme8.Manage and use resources from across the various projects in the programme, drawing on matrix andenabling function expertise and capacity9.Produce and implement the Programmecommunications and involvement plan10.A key responsibilitywill be to manage the detailed co-design phase with clinicians andprofessionals, and with Place based partners, to develop the localdetermination of the future of primary care.11.The post holder will be responsible for designing,establishing and maintaining programme governance to robust progress reporting,risk management, dependency tracking and benefits realisation.12.Work collaboratively and inclusively through engagement withcross-functional, cross-organisational teams and a range of stakeholders toimprove services/performance presenting to a range of audiences, often largegroups of professional and external organisations delivering contentiousinformation and messages13.Drivecohesiveness for end-to-end change implementation, integrating projectrequirements with in-flight changes and effectively developing delivery roadmaps14.Drivereform, support organisational change and uptake of initiatives that supportexcellence in Primary Care, ensuring alignment with national/regional/localpolicy and delivery of the ICBs delegated primary care commissioning andtransformation responsibilities15.Lead/deliver projects tocomply with key performance indicators.Commissioningand Finance16.Analysing,interpreting and presenting complex commissioning-related data to highlightissues, risks and support decision making.17.Plan, develop andevaluate methods and processes for gathering, analysing, interpreting, andpresenting data and information.18.Support the co-design of aligning existing primary care frameworks andlocal commissioned schemes across the Black Country supporting commissioningand finance colleagues in development a Black Country framework.
19.Support collaborative working across Primary Care, Primary Care Networksand other partners, ensuring that activities are aligned with priorities.
20.Support the identification and sharing of best practice in Primary Careand ensure this is shared across the Places.
21.Define processes,facilitate discussions and advise colleagues as to how best practice might beadopted in the definition of future processes, document those processes as theyare agreed and oversee their delivery in relation to primary care.22.Identify, develop and champion new initiatives or projects as necessaryacross the system and places.23.Working with stakeholders, providers and clinical experts to design newinitiatives and services.24.Present highly complex information about projects, initiatives andservices to a wide range of stakeholders in a formal setting, for example, atPrimary Care Network Meetings, Place based Forums, Health Scrutiny meetings andor the ICP Board.
This includes auditsundertaken to inform service design and to demonstrate the intended outcomesfor patients and other benefits have been realised once the change has beenimplemented.25.Commit to working and engaging constructively with internal and externalstakeholders on a range of contentious issues.
For example, service changes andtransformation relating to implementing the future operating model andachieving a shared position across primary care providers and wider partnersregarding new ways of working and care pathways26.Responsible for budget management, ensure costs of delivering theprogramme do not exceed the Primary Care transformation budget and spend rules;preparing business cases for funding or securing sponsorship to generate incomeas required27.Nurture key relationships and maintain networks internally andexternally, including national networks.28.To operate in a highly political and sensitive environment, managing thesharing of information in a professional manner at all times.
29.Collate asrequired, qualitative and quantitative information and lead appropriateanalysis to develop robust business cases and contribute to project products.
This will include baseline and post changeimplementation verification audits for the duration of the 5-year programme.Managing Human Resources30.Line management of the PMOOfficer.
Person Specification Qualifications Essential Educated to post graduate level or equivalent level of experience of working at a senior level in commissioning primary care services, plus further additional experience of other disciplines such as finance, information, staff management and operations to Masters level Must have broad knowledge and understanding of project management methodologies, techniques and tools such as Prince 2 and/or Managing Successful Programmes (MSP) Skills and Knowledge Essential Strong leadership and managerial skills with appropriate experience Ability to understand the wider objectives of the programme, such as business and strategic goals, involving interpretation and local application of national primary care policy and directives Highly developed communication skills for delivering key messages to a range of stakeholders both internal and external (including outside the NHS) to the organisation, some at very senior level.
Good presentation skills for conveying complex concepts.
Excellent planning and organisation skills Ability to use informed persuasion to influence others.
Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to programme/project or service delivery.
Ability to understand a broad range of complex information quickly and making decisions where opinions differ or there is no obvious solution, for example managing crisis in Primary Care.
Evidence of leading programmes and projects, ensuring robust planning and ensuring delivery on time.
Strong knowledge of budgeting and resource allocation procedures Experience of managing financial budgets Staff management and ability to lead, motivate a team Ability to interpret and consolidate a collection of information and recognise the broader implications and consequences.
Working knowledge of Microsoft Office with standard keyboard skills.
Uses own initiative and acts independently Able to interpret, apply, and implement national health care policy specific to primary care across the place Applies specialist knowledge of primary care commissioning, keeping the organisation safe whilst enacting this.
Gives specialist advice to the organisation and externally where required Experience Essential Significant experience, specialist knowledge and understanding of primary care contracts including PMS/GMS/APMS and their application Significant experience in commissioning and financial frameworks for primary care services and development and implementation of primary care frameworks such as Local improvement schemes.
Demonstrable experience of programme and project delivery with a proven track record of achievement with large and complex projects, operating with tight timelines and need for reprioritisation using available resources.
Excellent track record of people management, financial management and ability to work in a highly complex environment Evidence of post qualifying and continuing professional development Must understand the context and aims of current healthcare policy, particularly appreciating primary care policy implications and ensuring adherence in day-to-day operations Should have an appreciation of the relationship between NHS E/I and the regional team and individual provider and commissioning organisations Experience of leading service change and innovation
