Over the next year alone, ICS is set to expand its reach beyond 19,000 users, driven by significant and growing demand for its services.This is an exciting opportunity to be at the heart of the Government’s Future Shared Services strategy, contributing to the innovation and change needed to deliver high quality enabling functions for the future of the Civil Service.Person specificationAs a Project Manager within the ICS Central Services PMO Team, you will play a pivotal role in driving transformation and delivering strategic priorities across the ICS landscape. In this role, you will lead the onboarding of new organisations and teams to receive ICS services—ensuring smooth integration, timely delivery, and strong stakeholder engagement. Alongside this, you will play a key part in delivering strategic initiatives that underpin the ICS roadmap, contributing to system-wide transformation and service improvement. Your work will support the evolution of integrated services, helping shape services that are more connected, efficient, and responsive to the needs of our stakeholders. You will work closely with the Head of PMO, ICS functional leads, and a wide range of internal and external stakeholders to manage complex programmes and projects. From initial engagement through to delivery and evaluation, you will ensure that all activity is governed effectively, risks are managed proactively, and outcomes are achieved to a high standard. This role offers excellent development opportunities for individuals looking to build their programme and project management skills.Key responsibilities include, but are not limited to:Project Delivery: You will put expert project management around ICS onboarding projects, developing and coordinating the teams general project management approach. You will independently manage projects and/or workstreams, ensuring that objectives are clearly defined, and deliverables are met. Planning and Scheduling: Develop and manage project plans, outlining key milestones, timelines, and resource requirements for each project. Ensure that progress is tracked and that any delays or risks are escalated appropriately. Governance and Reporting: Contribute to the development and maintenance of programme governance processes and prepare progress reports for senior management and key stakeholders. Risk Management: Continuously monitor and evaluate project risks, recommend robust mitigation strategies, contribute to impact assessments, and proactively address potential issues before they affect delivery.Stakeholder Engagement: Cultivate and manage effective relationships with internal teams and external stakeholders to achieve alignment on project objectives, timelines, and expectations.Continuous Improvement: Support continuous improvement efforts by identifying areas where processes or delivery methods can be optimised. Anything additional commensurate to the role. Essential CriteriaWe are looking for a high-performing G7 to be part of Central Services PMO Team and play a key role in delivering the ICS Strategy. Your work will be varied, challenging and fast-paced and you will need to be flexible, adaptable, and able to strategically solve problems, to deliver.We are looking for the following skills:Proven experience in managing complex projects or programmes within agreed time, cost and quality constraints. You will be adaptable when applying your knowledge of project management tools and methodologies, capable of designing a project structure and organisation to meet the requirements of the project according to its point in the lifecycle. Whilst not essential, experience of having engaged with assurance reviews, such as the Gateway Review process, would be desirable.Be experienced and credible in dealing with a broad and complex range of stakeholders, with the confidence to engage with senior officials.You will have a proactive stakeholder engagement approach, seeking out opportunities to effectively communicate and influence, and be used to operating with a high degree of autonomy where there is ambiguity and change in a project.Have practical experience in actively managing project risks and issues, able to make decisions, engage in dialogue on risk management strategy, and demonstrate a level of skill beyond simply ‘managing a process’. You will be able to apply your skills to a range of risks, with a sound understanding of how they relate to wider strategy.Be an experienced people manager, able to build capability and develop a high performing and motivated project team. You will be tuned in to the needs of the business, ready to flex structures to ensure that your project team remains aligned with delivery goals and wider strategy.Be able to understand project objectives, the wider strategic organisational context, and how to manage the relationship between the two. It is important therefore that you are comfortable networking throughout the business, challenging and influencing decision making when required.
