Morson Talent are looking for a Programme Manager (Enabling and Earthworks) to join a nuclear new build in East Anglia.

The purpose of the role is to enable and provide an oversight on the delivery of the Enabling & Earthworks as defined within the Civil Works Alliance (PAA) Agreement, within the remit and boundaries of the Agreement Provide operational direction and oversight to delivery workstreams engaged in site planning and preparation

The scope of the Enabling Works is the design, planning, procurement and execution of the early SZC civils scope e.g. SSSI Crossing, ground improvement, dewatering, diaphragm walls, sea defence and beach landing facility. The scope of the Earthworks is the design, planning, procurement and execution of the civil engineering to undertake the bulk excavation and subsequent backfill in preparation for the construction of the power plant structures. This post has the responsibility to ensure delivery or part-delivery of the engineering, procurement, manufacturing, construction and commissioning activities for the life cycle of the contract or work package in accordance with the overall Project schedule. This post will ensure planning and delivery is in accordance with all safety, quality, time and cost parameters to meet the needs of the Project. This role is responsible for the direction and leadership of all activities associated with the full life cycle delivery of a major contract or contracts assigned to them.

Principal Accountabilities, Activities and Decisions
The Programme Manager is accountable for
• Leadership – strong operational focussed leader acting as the Intelligent Client working in close collaboration with the Delivery Team organisation to ensure oversight, performance management and assurance of the scope, schedule, budget, and costs of the Delivery Team within a perimeter of authority (yet to be defined) in accordance with the IMS (yet to be defined)
• Alignment of the Delivery Team schedule with SZC key milestones and the IWS at a summary level (yet to be defined) ensuring that Client requirements including those from the PDO Integrator are flowed down to the Delivery Team
• Management of the release of Internal & Regulatory Hold Points
• Development of schedule for delivery of all Enabling & Earth works and estimate in line with replication and other delivery requirements, bringing learning from HPC and general UK construction delivery.
• Lead coordination between the Civil Works Programme and other parts of Sizewell C (i.e. Site Delivery, MEH Alliance, CI-BOP Programme and NI Programme).
• Escalation/resolution of relevant matters outside of the Delivery Team’s delegation of authority
• CDM Execution Plans and the Principal Designer Duties for enabling & earth works

Knowledge, Skills, Qualifications & Experience
The post holder will ideally demonstrate a track record of delivering projects within a technically complex and dynamic environment whilst ensuring high levels of safety, security and environmental responsibility, ideally within the Nuclear Energy sector or similar regulated environment.

Demonstrate success in managing / developing:
o Engineering design, contract and field execution strategies for project delivery,
o Multi-discipline EPCM projects,
o Procurement and management of complex contracts,
o Control of costs risk schedule and change and proficient in the use of Earned Value tools,
o Close out of commercial claims and the associated negotiations.

Knowledge & Skills
Essential
• Able to demonstrate strong management skills including project management, financial management, change management and facilitation. Proficient in the use of estimating scheduling, programming and risk tools.
• Experience of managing / influencing contractors, consultants and other advisors throughout large and complex construction projects.
• Able to demonstrate strong leadership & management skills
• Excellent presentation, influencing and facilitation skills.

Desirable
• Experience of working with Alliances and Joint Ventures
• Can demonstrate experience of managing project through the project lifecycle from concept to handover
• Understanding the needs of nuclear quality and how nuclear quality is assured and controlled.
• Understand how to apply a graded approach to quality
• Good knowledge of CDM Regulations.
• Working knowledge of French language an advantage, but not essential.

Qualifications & Experience
Essential
• Track record of working at a Senior Manager level within the Construction Industry in a Regulated environment
• Demonstrable knowledge and / or practitioner of Project and Programme Management

Desirable
• Degree and chartered status in an engineering, construction, physics or other related field.
• Knowledge and / or practitioner of Project Management with experience of applying either APM body of knowledge and OGCs Prince 2.
• Experience of working in a regulated environment/industry
• Experience of working in programme of works with multi nationalities and cultures
