About us
Buckinghamshire Council is a relatively new organisation that combines the strengths and expertise of the previous five councils in the county to create positive change for local people, communities, and businesses. We are firmly focused on the future and have made a clear commitment to serve residents better and to provide stronger representation for Buckinghamshire, both locally and nationally.
Career development is something we take seriously at Bucks; we value nothing more than seeing our colleagues grow with us, with many members of the team progressing quickly as they gain more experience and responsibilities within their specialist areas. These cross-discipline roles require a collaborative approach and technical versatility.
About the role
This is a senior level post working within Neighbourhood Services, Communities Directorate reporting to the Neighbourhood Services Director. You will work with the four other Heads of Service in Neighbourhoods to help deliver the Councils priorities.
You will be responsible for managing a revenue budget of over £10 million pounds a year, securing nearly £2million pounds a year of income, delivering a rolling capital programme of over £5million pounds a year. Your leadership will help us reduce environmental impact, improve operational efficiency, and meet the needs of our growing and diverse communities.

Key requirements of the role
Strategic Leadership: Lead the development and implementation of innovative strategies for waste management, fleet maintenance, and transport services, aligning with local, national, and environmental sustainability goals.
Operational Excellence: Oversee the day-to-day operations of waste collection, recycling, street scene, and grounds maintenance and corporate fleet services, ensuring high performance, efficiency, and value for money
Performance Monitoring: Set clear KPIs, monitor service performance, and ensure continuous improvement across all areas of waste, fleet, and transport.
Compliance and Safety: Ensure all operations comply with regulatory requirements, including health and safety standards, environmental regulations, and vehicle maintenance obligations.
Budget Management: Oversee the budgeting and financial performance of the front line services ensuring they are delivered cost-effectively.
Stakeholder Engagement: Build strong relationships with key stakeholders, including residents, Councillors, senior officers, environmental bodies, and internal departments to ensure collaborative service delivery.
Team Leadership: Lead and inspire a multi-disciplinary team, promoting a culture of excellence, continuous learning, and innovation
