Job Overview

We are seeking a highly experienced Strategic Project Manager to lead our Housing Repairs and Maintenance project on an interim basis with Stoke-on-Trent Council.

Salary and Benefits

The successful candidate will be offered a competitive daily rate of £350-£433.75, reflecting the importance of this role in delivering a smooth transition back to the council.

Job Description

Key Responsibilities:

  • Develop and implement effective day-to-day management strategies for the project, ensuring timely delivery of 8 established workstreams.
  • Leverage employee engagement activities, including workshops, roadshows, and internal/external messaging, to foster a positive and collaborative environment.
  • Provide support and cover for the Programme Lead in delivering the programme, overseeing governance arrangements, and managing workstreams.
  • Ensure all due-diligence activities are completed, and information is readily accessible.
  • Foster strong stakeholder relationships across the project, communicating effectively based on the communications strategy.
  • Develop proposals for fit-for-purpose structures and lead consultation processes.
  • Offer project management expertise and support to project governance arrangements involving major stakeholders, staff, professionals, and agencies.
  • Monitor project progress, identify areas for development, develop the programme risk register, and resolve issues to ensure objectives are met within specified budget, timescale, and standards.
  • Collaborate closely with other project team members on stakeholder management, dependency management, and sharing insights from programmes/projects.
  • Effectively liaise with Trade Union representatives and manage communication and engagement activity with employees and stakeholders.
  • Provide professional input from an operational and functional perspective throughout the programme.
Required Skills and Qualifications

Bachelor's degree or equivalent practical experience in a relevant field (e.g., law, public/business administration, finance, construction management) is essential.

Practical experience and understanding of building maintenance, along with technical knowledge of housing repairs and maintenance, are also required.

Project or programme management qualifications (e.g., APM, MSP, Prince 2) or extensive experience in programme/project management and change management, including high-profile, complex, and high-risk projects and programmes, are necessary.

Proven experience in managing repairs and maintenance services at a head of service level and/or experience of insourcing repairs and maintenance services is also desired.

Experience working in a local government setting at a strategic level is advantageous.
