Job Summary

This role provides financial management advice, support, and information to managers at all levels. Key responsibilities include providing financial support in the preparation of financial models and outline business cases for significant capital-funded projects.

Reports and returns will be required to be prepared to monitor the financial position of each of the capital programmes for various stakeholders, including Welsh Government.

Main Duties of the Job

Developing financial plans and forecasts in conjunction with budget holders, clinicians, and managers that fit with the strategic direction of the NWSSP, conscious of other stakeholders' financial support to production of business cases for revenue and capital investment and/or service changes and use of financial option appraisal techniques and analyses to provide a sound evidence base for decision making, including robust evaluation of the cross-NWSSP implications of cost saving and avoidance.

Provide the financial evaluation for purchases of capital equipment, leases, and other service contracts.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Qualifications and Knowledge

Essential

• Educated to degree level or equivalent

• Fully-qualified (CCAB) accountant

• Evidence of Continuing Professional Development (CPD)

• Specialist Knowledge and experience of financial and accounting procedures

Desirable

• Knowledge and experience of financial aspects of NHS legislation and NHS finance policies

Experience

Essential

• Experience of working within a Finance Department using financial systems

• Experience of financial management and business and financial planning

• Significant experience of using Oracle Financials and Qliksense

Desirable

• Involvement in providing financial support to programme business cases

• Experience in financial monitoring and reporting on major capital projects

Skills and Attributes

Essential

• Advanced Windows skills

• Advanced level of Microsoft Office skills, including Excel, PowerPoint, Outlook & Word

• Ability to absorb and understand issues quickly

• Highly numerate & accurate

• Be able to use GL system to generate financial reports, manipulate and interpret data

• Good interpersonal, communication, and presentation skills

• Significant analytical, interpretation, and comparative skills

• Ability to work autonomously and equally effectively as part of a multi-disciplinary team

• Demonstrable ability to work on multiple complex tasks simultaneously and produce high-quality work within tight deadlines and within resource constraints

• Ability to work under pressure and on own initiative

• Need for intense concentration over a sustained period of time

• Ability to work flexibly to meet service needs

• Ability to communicate effectively with a wide range of professional staff and managers at all levels, both internal and external to the organisation

• Highly committed and self-motivated, with high professional standards
