Company Overview: Smart DCC is a leading organization in the energy industry, responsible for delivering a smart metering network across Great Britain. We are seeking an experienced professional to join our team as a Head of Economic Regulation.

Job Summary: The successful candidate will lead on the delivery of DCC's annual price control reviews, manage the transition from ex post to ex-ante price controls, and provide expert advice on the economic regulatory framework. This role requires significant experience in providing strategic advice to senior-level decision-makers in regulatory businesses or government.

Key Responsibilities:

  1. To lead on the delivery of DCC's annual price control reviews and develop new in-period processes for monitoring performance, re-opening the cost base, and conducting a retrospective true-up of costs.
  2. To manage the transition from ex post to ex-ante price controls and engage with Ofgem on price control and regulatory framework changes.
  3. To provide expert advice on the economic regulatory framework, including the development of new regulatory regimes and changes to existing frameworks.
  4. To support DCC's engagement with stakeholders, including the Board, CEO, and ExCo members, on high-quality briefing papers.
  5. To collaborate with internal teams, such as Economic Regulation, S&R colleagues, License Renewal, Finance, and other stakeholders to ensure seamless execution of price control reviews and regulatory framework changes.
  6. To provide thought leadership and strategic advice to senior-level decision-makers in regulatory businesses or government.

Requirements:

  • Significant experience in providing strategic advice to senior-level decision-makers in regulatory businesses or government.
  • Proven track record of building relationships and collaborating with government and regulators.
  • Excellent communication skills and stakeholder management expertise to explain complex issues concisely and clearly.
  • Demonstrable experience of authoring high-quality documentation and briefing notes, including Board papers.
  • Strong leadership and coaching skills to help others learn and adapt to changing priorities.
