Strategic Commissioning Consultant/Manager

Positive Employment is currently seeking a highly skilled Strategic Commissioning Consultant to join our client, a local government organisation based in Bedford.

The successful candidate will lead on the development, implementation, and management of the Adults' Service Commissioning Delivery Plan, driving strategic commissioning initiatives and improving service outcomes.

This is an initial 3-month contract with the possibility of extension, offering a hybrid working arrangement with 1-2 days per week in the office.

Key Responsibilities:
  • Create a Commissioning Board to set priorities, consolidate workstreams, and oversee commissioning activities.
  • Establish regular commissioning meetings with ICB partners to identify joint commissioning opportunities.
  • Develop a care home framework and DPS, working closely with care providers.
  • Refresh Market Position Statements and review market management approaches, considering the formation of provider forums.
  • Support commissioning service redesign, building capacity and capability within the organisation.
Personal Requirements:
  • Local authority Adults' Services Head of Service or above, with experience in commissioning changes.
  • Demonstrable track record of implementing Market Position Statements and social care commissioning initiatives.
  • Strong team player with a 'can-do' attitude, practical problem-solving skills, and readiness to pitch in.
  • Strong understanding of local authority budgeting, commissioning best practice, and relevant legislation.
  • Project management experience, with the ability to plan and monitor outcomes.
  • Knowledge and experience of commissioning Adults' Services, including joint and multi-agency commissioning.

Working Hours: 09:00am - 17:00pm, Monday - Friday

Pay: £550.00 per day

Please note this role is within the scope of IR35.
