Job Summary

The successful candidate will be part of the 17 Port and Maritime Regiments Headquarter Team, delivering Port Marine Safety Code Compliance and maintaining the Marine Safety Environmental Management System (MSEMS) on behalf of the Duty Holder (Commanding Officer, 17 Port & Maritime Regiment). This role requires providing assurance to the Army on the safe operation of the Military Enclave at Marchwood and overseeing, advising, and providing first-party assurance to the other three Army harbours in the UK.

This is an exciting opportunity to join the team at McMullen Barracks in Marchwood, where the Army's only Port and Maritime Regiment is based. The Regiment has around 550 military and civil service personnel, with various roles ranging from Port Operators, human resources, Marine Engineers to storekeepers.

This position is advertised at 37 hours per week.

Job Description

As the Kings Harbour Master, you will be responsible for directing policy, ensuring compliance, and providing advice, direction, and guidance to 17 Port & Maritime Regt and the three other Army Ports across the Defence Estate. You will liaise directly with concession holders on all Port Operation and safety matters when required. You will manage day-to-day tasking of a small team of Military Persons, including the Quay Foreman (WO2), Assistant Quay Foreman (Sgt), and Deputy Harbour Master (SSgt).

You will:

  • Be responsible for monitoring, regulating, and enforcing all matters relating to the safety of navigation and operation of the Military Enclave.
  • Ensure the Military Enclave attains and maintains the directed level of compliance under the Defence Maritime Regulations and Port Marine Safety Code.
  • Maintain a comprehensive Marine Safety & Environmental Management System (MSEMS), including Navigational Risk Assessment and Hazard Logs (Wet & Dry operations) for both the Enclave and Military Operations within the Sea Mounting Centre (SMC).
  • Draft, exercise, and validate port emergency plans, including managing and maintaining an effective Marine Oil Spill Response organisation.
  • Develop and maintain HS&EP standards within the port in accordance with the Commanding Officer's HS&EP statement and commitments.
  • Liaise with appropriate MOD and civilian authorities to promote the safe operation of marine matters within the Military Enclave and neighbouring civilian harbour authorities.
  • Represent Port Duty Holder (PDH) on all SMC port stakeholder meetings as required and advise and update PDH on all areas of responsibility, ensuring they are aware of any non-ALARP risks in the port area.

Person Specification

We are looking for an experienced maritime specialist, ideally with harbour master experience.

The successful candidate must have the ability to analyse technical information, make informed decisions, and provide competent advice. The post demands high levels of self-motivation and integrity, and the successful applicant will be a resilient individual who can work efficiently, effectively, and lead by example.

Essential Criteria:

  • MCA (Maritime & Coastguard Agency) Recognised STCW II/1 OOW Unlimited Certificate of Competency; or
  • MCA Recognised STCW III/1 EOOW Unlimited Certificate of Competency; or
  • RLC(Royal Logistics Corps) / RM LC Class 1 Mariner Qualification; or
  • RN (Royal Navy) Ship Command Qualifications or Engineering equivalent; or
  • RYA (Royal Yachting Association) Ocean Master
  • Foundation degree/HND or higher in Marine Engineering, Marine Technology, Maritime Operations, or Port Operations.

Desirable:

  • A Lloyds Harbour Master Diploma and/or UKHMA Harbour Master Diploma.
  • Previous experience and knowledge of conducting accident investigations.

Qualifications

  • MCA (Maritime & Coastguard Agency) Recognised STCW II/1 OOW Unlimited Certificate of Competency; or
  • MCA Recognised STCW III/1 EOOW Unlimited Certificate of Competency; or
  • RLC(Royal Logistics Corps) / RM LC Class 1 Mariner Qualification; or
  • RN (Royal Navy) Ship Command Qualifications or Engineering equivalent; or
  • RYA (Royal Yachting Association) Ocean Master
