Principal Programme Controls Manager

Network Rail is seeking a highly skilled Principal Programme Controls Manager to join our team. As a key member of our programme management team, you will be responsible for delivering robust controls across the portfolio at every level – project, programme, portfolio.

About the Role

The successful candidate will ensure the efficient delivery of project control services, challenge programme performance, and implement corrective actions to drive improved predictability and value-added services.

Key Accountabilities

  • Develop, implement, and maintain effective portfolio control mechanisms that measure the performance of the portfolio and drive effective decision-making.
  • Provide leadership for the effective execution of project controls within the projects and programmes that make up the portfolio.
  • Challenge all aspects of project and programme performance, identifying variances from plan and determining root causes.
  • Lead the formulation of corrective action plans, engaging with programme and project managers to ensure effective implementation.
  • Work closely with the portfolio executive team, providing functional governance and value-adding services.
  • Oversee the management of the portfolio change control process and assure the effectiveness of the change control processes in the constituent programmes and projects.
  • Coordinate and provide visibility of in-year and future projects, establishing interface management processes with stakeholders.

Essential Qualifications and Experience

  • Chartered status or degree-level education, with membership of a relevant professional body, or equivalent experience.
  • Proven experience in the management, planning, and delivery of major projects and programmes.
  • Expertise in project and programme change management for time, cost, and quality.
  • Excellent communication and leadership skills.
  • Extensive experience of developing and improving programme and project controls processes and systems.
  • Experience of managing teams in a complex programme or portfolio environment.
  • Experience of working in a changing environment where ambiguity is the norm.

Desirable Qualifications

  • Knowledge of/experience in rail industry processes.
  • Understanding of Project Management techniques.
