Senior Project Officer

We are seeking a highly skilled Senior Project Officer to join our team at Scottish Federation of Housing Associations. As a Senior Project Officer, you will be responsible for the delivery of project, programme, and contracts management services related to the investment and maintenance of Link properties.
The successful candidate will have extensive experience in project and contract management, including procurement, and will be able to deliver end-to-end project management services for Link. You will provide project management and supervision of investment projects to the Group's housing stock and prioritize and administer the Investment budget for planned preventative maintenance and capital improvement works.
Key Responsibilities:
- Deliver project, programme, and contracts management services related to the investment and maintenance of Link properties.
- Provide project management and supervision of investment projects to the Group's housing stock.
- Prioritize and administer the Investment budget for planned preventative maintenance and capital improvement works.
- Manage external contractors, consultants, local authorities, and associated relevant parties.
Requirements:
- Relevant qualification to Degree level, or equivalent, in a Technical or Building related field.
- Experience of building and construction Health and Safety, Fire Risk assurance including building design and specification and the material qualities of building components.
- Experience in the delivery and preparation of professional survey reports.
- Strong working knowledge and experience of Asset Planning and directing investment through major works programmes.
- Substantial contract management experience with knowledge of standard forms of contract, procurement methods, and tendering processes.
- Procurement experience, ensuring all contracts entered into comply with appropriate regulations and are in line with the Group's policies, procedures, and procurement regulations.
- Accomplished time management skills and ability to plan effectively and prioritize workloads so that all deadlines and targets are achieved.
- Strong report writing skills, numeracy skills, and excellent communication skills, both oral and written.
