Cer Financial Ltd is a well-established international bank based in the City of London. We are seeking an experienced professional to join our team as Head of Operational Risk.


Job Description

The successful candidate will oversee the Operational Risk team, providing second-line defense in the day-to-day execution and management of operational risk framework elements, including incident reporting, risk & control self-assessment, new product risk assessment, and key risk indicators.


Key Responsibilities:
  • Oversight of the Operational Risk team as the second line of defense in the day-to-day execution and management of operational risk framework elements.
  • Support the Chief Risk Officer to strengthen the operational risk framework and strategy for the Bank, including model risk governance and controls, top 10 operational risk development, risk appetite metrics, enterprise risk register, and control inventory framework.
  • Enhance the Banks approach to Pillar 2 capital assessment using the standardized measurement approach, scenario analysis, and loss data management.
  • Support the Chief Risk Officer to manage and enhance committee reports to ensure the dashboard on risk performance is appropriate.
  • Manage the fraud risk framework as the second line of defense, performing a bank-wide fraud risk assessment to identify vulnerabilities and actions required to improve controls.
  • Engage with stakeholders at Senior Management levels, Audit, Risk & Compliance functions, providing support for risk-based decision making and assurance that controls are functioning well within the first line of defense.
  • Act as second line of defense to identify emerging risks such as cyber risk and ensure the business continuity plan remains fit for purpose, participating in tests to ensure the control environment is appropriate.

Requirements:
  • Educated to minimum university degree level with second-line defense Operational Risk Management experience within financial services.
  • Exposure to advanced measurement approach for capital measurement.
  • Experience of change leadership or transformation within the operational risk environment.
  • A minimum of 7 years spent in operational risk management managerial roles.
  • Excellent Excel, Word, PowerPoint, Outlook skills.

Salary and Benefits:
