Job Summary

This is a comprehensive role that involves providing strategic financial advice, technical financial support, and financial management services to a Local Authority. The successful candidate will be responsible for delivering a suite of professional financial business partnering services, including financial planning, budgeting, and financial reporting.

Key Responsibilities
  • Provide strategic financial advice to senior managers and budget holders.
  • Develop and implement financial plans and budgets that align with the Council's strategic objectives.
  • Manage and maintain financial systems and processes to ensure accurate and timely financial reporting.
  • Provide technical financial support to budget holders and senior managers.
  • Develop and implement financial governance arrangements to ensure compliance with financial regulations and legislation.
  • Provide business intelligence and support benchmarking initiatives to enable value for money and informed decision-making.
  • Objectively challenge financial assumptions and provide constructive feedback to ensure sound financial decision-making.
  • Build and maintain strong relationships with stakeholders to ensure effective communication and collaboration.
  • Manage and supervise staff to ensure effective delivery of financial services.
  • Develop and implement service improvements, savings, and action plans to enhance financial performance.
Requirements
  • Professional membership of a CCAB body and active CPD or studying for a CCAB/CIMA qualification.
  • Extensive experience of working within and providing financial services to a large or public sector organisation.
  • Extensive experience in Public Sector budgeting and accounting procedures.
  • Extensive experience in the use of financial modelling and options appraisal techniques.
  • Experience in the management/supervision of staff.
  • Experience in providing excellent business partnering and customer services.
  • Experience of operating in a commercial manner.
  • Experience of working in a political environment.
  • Experience of building and improvement of the business approach towards good financial management.
  • Experience of providing business intelligence that enables managers to take soundly based policy and operational decisions.
  • Significant experience of developing and managing service improvements, savings, and action plans.

  • Extensive specialist knowledge of business funding and resourcing mechanisms.
  • Understand the financial implications and qualitative consequences of organisational change.
  • Ability to think strategically, ensuring operational work plans contribute towards business and corporate objectives.
  • Strong communication, negotiation and interpersonal skills with the ability to deal with a variety of internal and external stakeholders in sometimes contentious and sensitive situations.
  • Ability to adopt an effective approach to complex problem solving, adapting to changes and develop effective solutions.
  • Strong organisation and time management skills with the ability to work under pressure, being self-motivated and able to use own initiative.
  • Accurate and methodical in the preparation of complex documentation/data/information/ reports which are appropriate for a variety of audiences.
  • Ability to adapt behaviour and actions based on learning and be prepared to challenge and be challenged whilst remaining objective, calm, confident and composed under pressure.
