MMP Consultancy is seeking a skilled Capital Programme Contract Manager to join our team in Somerset. As a key member of our team, you will be responsible for delivering Housing Capital Programme contracts that meet the objectives, targets, and priorities of the Council while ensuring compliance with statutory regulations.

Key Responsibilities:

  • Deliver Housing Capital Programme contracts that are customer-focused, deliver value for money, and maintain properties to an appropriate standard.
  • Manage external contractors to deliver excellent performance across all workstreams allocated to them.
  • Actively engage with residents to continually improve resident satisfaction with service delivery.
  • Assist in procurement activities for Capital Programmes to be allocated to them.
  • Ensure accurate records are kept for all Capital Programmes allocated to them and that appropriate reporting systems are in place.
  • Respond to emergencies, on occasion during unsocial hours, and participate in a rota to provide response cover.
  • Contribute to operational risk management activities within the remit of the post.
  • Actively participate in corporate and post-specific learning and development activities to continually develop skills and abilities within the role.
  • Assist in setting clear standards and performance targets to all Capital Programmes allocated to them and monitor and report on progress in meeting them.
  • Assist in providing property-related guidance and awareness training to service delivery teams.
  • Ensure that subject service requests and complaints in relation to all workstreams allocated to them are promptly investigated and the findings acted on in a timely and proportionate manner.
  • Assist in identifying improvements to processes and systems to ensure the effective and efficient provision of the service to meet customer need.
  • Use information technology and digital transformation to deliver an effective, efficient, responsive, and e-enabled service.
  • Assist on internal and external audits for all workstreams allocated to them.
  • Attend meetings with the Council and other organisations, including public groups as required, sometimes outside normal office hours.
  • Be responsible for the effective management of budgets for all workstreams allocated to them, including monitoring and delivery of required works within budget.
  • Deputise for the Housing Capital Programme Manager as and when required.
  • Implement appropriate quality systems, including post-inspections of work undertaken, to ensure standards are met for all workstreams allocated to them.
  • To take responsibility for your own health and safety, and that of anybody else who may be affected by your acts or omissions.
  • Assist in the integration of new services, functions, and staff into the team in line with corporate strategies and any future service change.

Requirements:

  • Experience in contract management and delivery of Capital Programmes.
  • Strong understanding of statutory regulations and compliance.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively in a team environment.
  • Strong analytical and problem-solving skills.
  • Ability to manage budgets and resources effectively.
  • Strong IT skills, including proficiency in Microsoft Office and other relevant software.
