Capital Programme Contract Manager

MMP Consultancy is seeking a skilled Capital Programme Contract Manager to join our team in Somerset. As a key member of our team, you will be responsible for delivering Housing Capital Programme contracts that meet the objectives, targets, and priorities of the Council.

Key Responsibilities:

  • Deliver Housing Capital Programme contracts that are customer-focused, deliver value for money, and maintain properties to an appropriate standard.
  • Manage external contractors to deliver excellent performance across all workstreams allocated to them.
  • Actively engage with residents to continually improve resident satisfaction with service delivery.
  • Assist in procurement activities for Capital Programmes to be allocated to them.
  • Ensure accurate records are kept for all Capital Programmes allocated to them and that appropriate reporting systems are in place.
  • Respond to emergencies, on occasion during unsocial hours, and participate in a rota to provide response cover.
  • Contribute to operational risk management activities within the remit of the post.
  • Actively participate in corporate and post-specific learning and development activities to continually develop skills and abilities within the role.
  • Assist in setting clear standards and performance targets to all Capital Programmes allocated to them, and monitor and report on progress in meeting them.
  • Provide property-related guidance and awareness training to service delivery teams.
  • Ensure that subject service requests and complaints in relation to all workstreams allocated to them are promptly investigated and the findings acted on in a timely and proportionate manner.
  • Assist in identifying improvements to processes and systems to ensure the effective and efficient provision of the service in order to meet customer need.
  • Use information technology and digital transformation to deliver an effective, efficient, responsive, and e-enabled service.
  • Assist on internal and external audits for all workstreams allocated to them.
  • Attend meetings with the Council and other organisations, including public groups as required, sometimes outside normal office hours.
  • Be responsible for the effective management of budgets for all workstreams allocated to them, including monitoring and delivery of required works within budget.
  • Deputise for the Housing Capital Programme Manager as and when required.
  • Implement appropriate quality systems, including post-inspections of work undertaken, to ensure standards are met for all workstreams allocated to them.
  • To take responsibility for your own health and safety, and that of anybody else who may be affected by your acts or omissions.
  • Assist in the integration of new services, functions, and staff into the team in line with corporate strategies and any future service change.

Requirements:

  • Proven experience in contract management and delivery of Capital Programmes.
  • Strong understanding of Housing Capital Programme contracts and statutory regulations.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively in a team environment.
  • Strong analytical and problem-solving skills.
  • Ability to work under pressure and meet deadlines.
  • Proficient in the use of information technology and digital transformation.
