Senior Flood Risk Management Engineer

About the Role
Fife Council is seeking a highly skilled and experienced professional to join our Structural Services team as a Consultant Engineer. This is an exciting opportunity to work on a range of projects related to flood risk management, coastal infrastructure, and harbour development.
Key Responsibilities
- Assist in the delivery of flood risk management, coastal, and harbour obligations in accordance with national legislation and Fife Council's policies.
- Provide professional and technical input into the development and implementation of effective and efficient flood protection, shoreline management, and harbour functions.
- Contribute to the delivery of the duties as the Flooding and Coast Protection Authority under current legislation.
- Assist in the development of a 'Coastal Community Adaptation Plan' using available information on coastal flood risk and erosion.
- Manage the procurement, design, and supervision of hydraulic flood and coastal studies and construction of flooding, shoreline, and harbour capital and revenue projects.
- Manage the procurement of body of water, coastal, and maritime structures maintenance programmes.
- Assist in the development of forward design and construction programmes for flooding, shoreline, and harbour projects.
- Review new legislation, best practice, and technical standards within the flooding, shoreline, and harbour function.
- Maintain effective control on delegated budgets.
- Undertake inspections of coastal and harbour assets.
- Assist with the operational aspects of the Harbours, ensuring compliance with relevant legislation.
Requirements
- SCQF level 10 qualification in Civil or Structural Engineering or equivalent.
- Member of an appropriate professional body (e.g. MICE, MCIHT, MIStructE, MCIWEM).
- Registered as a Chartered Engineer (CEng) with the Engineering Council.
- Experience of preparing and managing project plans and programmes.
- Experience of managing contracts using the NEC suite of contracts.
- Time management skills with the ability to prioritise tasks effectively.
- Ability to communicate effectively.
- Report writing skills.
- Extensive analytical skills.
- Ability to provide a regular and effective service and promote a positive culture in the workplace.
- Detailed knowledge of civil engineering functions with a particular knowledge of flooding, shoreline management, and maintenance of harbour structures.
- Knowledge of civil engineering specifications, various conditions of contract, and tendering procedures.
