About the Role
Fife Council is seeking a highly skilled and experienced Lead Consultant to join our Structural Services team within the Roads and Transportation Services department. This is a key role within the Flooding, Shoreline and Harbours team, and the successful candidate will be responsible for leading the delivery of flood risk management, coastal, and harbours functions.
Main Responsibilities
- Lead the delivery of flood risk management, coastal, and harbours functions in accordance with national legislation and Fife Council's policies and standards.
- Provide professional and technical input into the development and implementation of effective and efficient flood prevention, shoreline management, and harbours functions.
- Lead on the procurement, design, and supervision of hydraulic flood and coastal studies and construction of capital and revenue projects.
- Manage the procurement of body of water, coastal, and maritime structures maintenance programmes.
- Develop forward design and construction programmes for flooding, shoreline, and harbours projects to achieve set budget profiles.
- Implement the Council's duties as harbour authority under relevant legislation.
- Inspect, maintain, and operate harbours assets.
- Review new legislation, best practices, and technical standards and develop responses, strategies, and policy reviews.
- Research and prepare reports for the Service Manager, working groups, or committees on technical, financial, performance, and service delivery issues.
Requirements
- SCQF level 10 qualification, including an Honours Degree in Civil or Structural Engineering or equivalent.
- Chartered Engineer or hydrologist registration with a relevant professional body.
- Ability to provide a regular and effective service and promote a positive culture in the workplace.
- Effective communication skills.
- Detailed knowledge of civil engineering functions, particularly flooding, shoreline management, and maintenance of harbour structures.
- Extensive knowledge of civil engineering specifications, conditions of contract, and tendering procedures.
- Health and Safety knowledge, including CDM 2015.
- Report writing and analytical skills.
- Experience of managing contracts using the NEC suite of contracts.
- Time management and prioritization skills.
