Company Overview
Cardiff County Council's Adult Services Commissioning Team plays a crucial role in purchasing services and managing the overall performance of services supporting adults with Social Care needs. The team purchases approximately £ million worth of external services annually for the citizens of Cardiff.

About the Role
The Contracts and Service Development Officer will work within the Adult Services Contracts and Commissioning Team, providing effective commissioning and contract management support.

Main Responsibilities:
  • Ensuring that social services commissioning priorities are effectively met through reviewing and developing professional operating systems and standards.
  • Supporting commissioned providers to achieve compliance with contractual obligations and service level agreements.
  • Leading quality assurance and monitoring meaningful outcomes for social care delivery by externally commissioned providers, alongside the Team Manager.
  • Acting as a key contact with internal and external stakeholders (providers, service users, social workers, Care Inspectorate Wales, Police, Health) to ensure contractual compliance and best outcomes for residents and the Local Authority.
  • Contributing to the achievement of strategic and operational objectives of the Council and Social Services priorities.

Requirements
We seek an individual committed to delivering exceptional public services in Cardiff, with experience and knowledge of commissioning and effective service delivery for Adult Services. The post holder should have expertise in contract monitoring and performance management, as well as an understanding of health and social care commissioning, procurement, and legislation. Ability to speak Welsh and community languages would be an advantage.
