Job Title: Senior Leadership Role

We are seeking a highly skilled and strategic Senior Leadership Role to lead our Primary Care Network, ensuring its efficient and effective day-to-day operation while driving thoughtful long-term strategy. The successful candidate will:

  • Design, implement, and constantly improve all PCN-led services
  • Lead on all day-to-day workstreams through smart, hard working and effective management/delegation
  • Review current operations and identify / implement improvements (including major changes if necessary)
  • Help our board to set a clear, strategic direction for the future
  • Working with member practices and other local stakeholders to keep objectives aligned in a constantly changing environment

This is a genuinely exciting opportunity for someone with experience leading services, to help build out an impactful at-scale healthcare service for a population of over 80,000 patients in one of the most interesting, diverse areas of London.

Key Responsibilities:Operational Management

Oversee the day-to-day operational activities of the PCN, ensuring smooth and efficient delivery of services.

Manage the financial, human, and operational resources of the PCN in alignment with its strategic goals.

Lead and manage all PCN staff, ensuring appropriate delegation, accountability, and development.

Efficiency and Effectiveness Review

Conduct comprehensive reviews of current services and operational processes, identifying inefficiencies or areas for improvement.

Implement changes to optimise the PCN's performance and ensure that our limited resources are used effectively.

Continue to monitor the PCN's ongoing performance and regularly assess whether goals and objectives are being met.

Strategic Leadership and Planning

Develop and execute a long-term strategic plan in collaboration with the PCN Board, aligned with the needs of our GP practices and their patients.

Ensure that the PCN remains compliant and responsive to changes in national and local healthcare landscape and policies including the core PCN Network DES.

Build relationships with key local stakeholders - mainly our member GP practices and the local ICB/Place team.

Financial Oversight

Develop and manage the PCN's budget, ensuring financial sustainability for both the PCN and member practices.

Identify and pursue opportunities for additional funding and resources if relevant and aligned with the PCN's long-term strategy.

Provide regular financial reports to the board and include financial considerations in our broader operational/strategic discussions.

Board Reporting and Communication:

Report regularly to the PCN Board on the performance of the PCN, including financial status, operational efficiency, and progress towards strategic objectives.

Provide clear and actionable insights to the Board, supporting informed decision-making.

Compliance and Governance

Ensure that operations and services are compliant with all relevant national and local guidelines, regulations, and standards.

Work with our Clinical Director to ensure that our services are managed with appropriate clinical governance

Maintain up-to-date policies and procedures, ensuring alignment with best practices in primary care.

Change Management

Lead transformation projects that improve the PCN's ability to deliver high-quality, efficient/effective care.

Engage staff, stakeholders, and the board in change processes, ensuring buy-in and smooth transitions.

Stakeholder Engagement

Foster a collaborative environment within the PCN and its member practices, ensuring effective communication and teamwork.

Represent the PCN alongside our Clinical Director in external forums, advocating for the PCN's interests

The post holder may be required to travel to other practices within the Primary Care Network during their working day although this will be kept to a minimum where possible.

The PCN services are constantly evolving and therefore changes in employees duties may be necessary from time to time.

The post holder will be required to undertake other appropriate duties according to the needs of the service, requested by a manager.

Work as part of the team to seek feedback, continually improve the service and contribute to business planning.

Undertake any tasks consistent with the level of the post and the scope of the role, ensuring that work is delivered in a timely and effective manner.

Duties may vary from time to time, without changing the general character of the post or the level of responsibility.

In the performance of the duties outlined in this job description, the post-holder may have access to confidential information relating to patients and their carers, practice staff and other healthcare workers.

They may also have access to information relating to the practice as a business organisation.

All such information from any source is to be regarded as strictly confidential.

Information relating to patients, carers, colleagues, other healthcare workers or the business of the practice may only be divulged to authorised persons in accordance with the practice policies and procedures relating to confidentiality and the protection of personal and sensitive data.

The post-holder will implement and lead on the full range of promotion and management of their own and others health, safety and security as defined in the practice Health & Safety policy, the practice Health & Safety manual, and the practice Infection Control policy and published procedures.

This will include (but will not be limited to):

Ensuring job holders across the practice adhere to their individual responsibilities for infection control and health and safety, using a system of observation, audit and check, hazard identification, questioning, reporting and risk management.

Maintaining an up-to-date knowledge of health and safety and infection control statutory and best practice guidelines and ensure implementation of these across the business.

Using personal security systems within the workplace according to practice guidelines.

Identifying the risks involved in work activities and undertaking such activities in a way that manages those risks across the business.

Making effective use of training to update knowledge and skills and initiate and manage the training of others.

Using appropriate infection control procedures, maintaining work areas in a tidy and safe way and free from hazards, and initiation of remedial / corrective action where needed.

Actively identifying, reporting, and correction of health and safety hazards and infection hazards immediately when recognised.

Keeping own work areas and general / patient areas generally clean, identifying issues and hazards / risks in relation to other work areas within the business, and assuming responsibility in the maintenance of general standards of cleanliness across the business in consultation (where appropriate) with other sector managers.

Undertaking periodic infection control training (minimum annually).

Routine management of own team / team areas, and maintenance of workspace standards.

Demonstrate due regard for safeguarding and promoting the welfare of children.

The post-holder will participate in any training programme implemented by the PCN as part of this employment, with such training to include:

Participation in an annual individual performance review, including taking responsibility for maintaining a record of own personal and/or professional development.

Taking responsibility for own development, learning and performance and demonstrating skills and activities to others who are undertaking similar work.

The post-holder will strive to maintain quality within the practice, and will:

Alert other team members to issues of quality and risk.

Assess own performance and take accountability for own actions, either directly or under supervision.

Contribute to the effectiveness of the team by reflecting on own and team activities and making suggestions on ways to improve and enhance the teams performance.

Work effectively with individuals in other agencies to meet patients needs.

Effectively manage own time, workload and resources.

The post-holder should recognise the importance of effective communication within the team and will strive to:

Communicate effectively with other team members.

Communicate effectively with patients and carers.

Recognise peoples needs for alternative methods of communication and respond accordingly.

The post-holder will apply practice policies, standards and guidance.

Discuss with other members of the team how the policies, standards and guidelines will affect own work.

Participate in audit where appropriate.

To further your development and knowledge you will be expected to attend training as necessary.
