Procurement Manager – Children and Families Team

Fixed Term, 12 months (Maternity Cover)

Full Time, 37 hours per week

£45,035 to £52,983 per annum, plus Flexible Working & Local Gov Pension

About the Role

This role within the Children and Families team will have responsibility for holding key stakeholder relationships and managing all aspects of the procurement life cycle in the Children's residential and semi-independent accommodation categories circa £35m.

These are high profile categories at the current time due to market and financial pressures and activity needs to support the council's children's sufficiency strategy.

Key Responsibilities
  1. Lead the development, maintenance and implementation of category strategies, ensuring alignment to commissioning objectives.
  2. Develop and implement innovative approaches and solutions in the delivery of complex projects to enhance levels of service and minimise costs.
  3. Collaborate with and exert influence on Directors, Senior Managers and Members regarding the commercial and financial viability of differing commercial options for specific projects.
  4. Manage suppliers to ensure they consistently achieve the performance standards set out in contracts.
  5. Identify and investigate contractual, commercial and market risks to ensure continuity of supply.
  6. Lead major projects and tenders, ensuring compliance with legislation and ECC policies.
  7. Provide support and advice to stakeholders regarding contractual or procurement matters.
  8. Support the adoption of best practice approaches within the Procurement function.
Requirements

Knowledge of category management in complex commercial environments.

Extensive knowledge of public sector procurement law.

Excellent commercial acumen and ability to manage large scale procurement activity and significant stakeholder management.
