Job Title: Procurement Manager

Essex County Council is seeking a highly skilled Procurement Manager to join our team. As a key member of our procurement function, you will be responsible for managing transformational procurement projects to support our corporate service and technology categories.

Key Responsibilities:
  • Develop and implement category strategies to ensure alignment with commissioning objectives
  • Collaborate with stakeholders to deliver complex projects and enhance levels of service while minimizing costs
  • Manage suppliers to ensure they meet performance standards and protect the Authority's interests
  • Identify and investigate contractual, commercial, and market risks to ensure continuity of supply
  • Lead major projects and tenders, ensuring compliance with legislation and regulation
Requirements:
  • Relevant professional qualification, such as MCIPS, and/or equivalent demonstrable work experience
  • Knowledge of category management and experience in complex commercial environments
  • Demonstrable track record of managing multi-million pound strategic contracts
  • Experience of delivering continuous improvements in large, strategic arrangements
  • Comprehensive negotiating skills and ability to explain public sector procurement law to non-procurement staff
