About the Role


As a key member of our Private Sector Housing team, you will play a crucial role in improving the conditions and standards of private sector housing in our district.


With your extensive knowledge of Housing legislation, you will be responsible for leading on the delivery of housing enforcement standards to ensure that private sector residential accommodation meets statutory standards.


You will inspect and license Houses in Multiple Occupation (HMOs) under the appropriate licensing schemes, undertake regular inspections of all HMOs, and assess properties using the Housing Health and Safety Rating System (HHSRS).


The results of these assessments will inform your decision-making, ensuring that residents receive safe and habitable living environments.


In addition to this critical work, you will also manage and maintain the Council-owned Hever Road Gypsy and Traveller site and its facilities, as well as conduct regular inspections of mobile park homes and park home sites in accordance with relevant legislation and model standards.


This is an exciting opportunity to join our hybrid working model, where you will split your time between our Council Offices and home working.

Key Responsibilities



  • Lead on the delivery of housing enforcement standards to ensure compliance with statutory requirements
  • Inspect and license HMOs under the appropriate licensing schemes
  • Conduct regular inspections of all HMOs and assess properties using HHSRS
  • Manage and maintain the Council-owned Hever Road Gypsy and Traveller site and its facilities
  • Conduct regular inspections of mobile park homes and park home sites

  • A strong background in Housing law and legislation
  • Excellent interpersonal skills and ability to communicate effectively with stakeholders
  • Ability to interpret complex data and inform decision-making

  • Experience working in a similar role or environment
