Main Purpose of the Role:

The Assistant Treasurer, Europe & Asia will play a crucial role in supporting BGC Group, Cantor Fitzgerald, and Newmark Group companies in Europe & Asia with their Treasury needs.

Key Responsibilities:Strategy / Framework / Policy:
  • Assist in the creation and ownership of liquidity regulatory reporting, policies, and assessments, including ICARA, Recovery Plan, and related policies, reviewed and approved by FCALCOs and Boards.
  • Manage asset and liability management, including funding and liquidity.
  • Monitor and adhere to Boards' liquidity risk appetite.
  • Ensure compliance with financial and regulatory requirements and associated thresholds.
  • Ensure individuals responsible for managing liquidity are experienced and understand requirements.
Cash & Liquidity Management:
  • Manage day-to-day funding, investment, cash, and liquidity positions.
  • Manage eligible Liquid Assets.
  • Monitor structural liquidity and propose recommendations to FCALCO and Board for efficient capital and liquidity structure.
  • Ensure liquidity access to meet requirements, particularly in stress periods.
  • Maintain intra-day liquidity facilities for clearing/settlement obligations.
  • Help maintain market confidence through liquidity management.
  • Review trade settlement needs and processes for optimal liquidity use.
  • Assess liquidity/treasury implications for new products, services, and activities.
Network Management:
  • Participate in global bank relationship management, ensuring sufficient financing capacity for UK regulated entities and liaison on creditor issues.
Limits / Monitoring:
  • Assess liquidity needs under normal and stressed conditions via BLAR and LATR reports.
  • Ensure sufficient liquidity resources to meet own assessment of liquidity needs.
  • Manage cash flows within acceptable mismatch limits and make recommendations.
Internal Capital Adequacy and Risk Assessment (ICARA):
  • Assist in ICARA production and annual updates, particularly for Liquidity, Recovery, and Wind Down sections, reviewed and approved by FCALCO and Board.
Stress Testing:
  • Maintain stress testing framework, including local application of Group's stress testing framework.
  • Design and review stress testing policy.
Funds Transfer Pricing:
  • Assist in FTP framework production for UK regulated entities, including local application of Group's FTP framework.
  • Review FTP policies.
  • Review business unit charging/crediting for funding, liquidity, and capital in accordance with cost of carry framework.
  • Accurately price liquidity costs, benefits, and risks.
  • Ensure policy implementation and operational effectiveness.
FX Exposure:
  • Monitor FX exposures according to firms' FX risk appetite.
Reporting / Communication:
  • Report to governing bodies, CFO, and CEO on execution issues, limit breaches, control concerns, and remedial measures.
  • Assist in effective and timely communication of asset, liability, and liquidity risk positions to governing bodies, CFO, and CEO, internal stakeholders, and Group.
  • Review exceptions/excesses to internal and regulatory policies and limits.
  • Escalate issues to management/committees as required.
  • Report on Treasury process, policy, and control effectiveness when requested.
  • Review and challenge FCA liquidity reporting.
