Main Purpose of the Role:

The Assistant Treasurer, Europe & Asia will play a crucial role in supporting BGC Group, Cantor Fitzgerald, and Newmark Group companies in Europe & Asia with their Treasury needs. This position will be responsible for assisting in the ownership and creation of various Liquidity regulatory reporting, policies, and assessments, including the Individual Liquidity Adequacy Assessment (ICARA), Recovery Plan, and related policies.

Key Responsibilities:Strategy / Framework / Policy:
  • Assist in the development and implementation of liquidity regulatory reporting, policies, and assessments, ensuring compliance with relevant regulations and standards.
  • Manage asset and liability positions, including funding and liquidity, to ensure alignment with the company's risk appetite.
  • Monitor and report on liquidity risk exposure, ensuring adherence to the company's liquidity risk appetite.
  • Ensure that individuals responsible for managing liquidity are adequately trained and aware of the requirements.
Cash & Liquidity Management:
  • Manage day-to-day funding, investment, cash, and liquidity positions to ensure optimal liquidity and funding levels.
  • Monitor and manage eligible liquid assets to ensure sufficient liquidity.
  • Assist in the development of proposals and recommendations to the FCALCO and the Board on the most efficient capital and liquidity structure.
  • Ensure that liquidity can be accessed to meet requirements, particularly in times of stress.
Network Management:
  • Participate in the global management of bank relationships, ensuring sufficient financing capacity is in place for UK regulated entities.
Limits / Monitoring:
  • Assess liquidity needs under normal and stressed conditions through ongoing monitoring and production of BLAR and LATR reports.
  • Ensure sufficient liquidity resources are held to meet own assessment of liquidity needs under normal and stressed conditions.
  • Manage cash flows within acceptable mismatch limits and make recommendations as appropriate.
Internal Capital Adequacy and Risk Assessment (ICARA):
  • Assist in the production and annual update of the ICARA and related documents, including the Liquidity, Recovery, and Wind Down sections.
Stress Testing:
  • Maintain the stress testing framework, including the local application of the Group's stress testing framework.
  • Design and implement stress testing to ensure the company's liquidity risk exposure is adequately assessed.
Funds Transfer Pricing:
  • Assist in the production of the FTP framework for the UK regulated entities, including the local application of the Group's FTP framework.
  • Review and implement FTP policies to ensure accurate pricing of liquidity costs, benefits, and risks.
FX Exposure:
  • Monitor FX exposures according to the company's FX risk appetite.
Reporting / Communication:
  • Report to the governing bodies, CFO, and CEO on matters relating to execution issues, such as limit breaches, control concerns, and implementation of remedial measures.
  • Assist in the production of effective and timely communication of asset, liability, and liquidity risk positions to the governing bodies, CFO, and CEO, as well as other internal stakeholders and the Group.
