Job Summary

We are seeking a highly skilled Procurement Specialist to join our team at Reed. As a key member of our procurement function, you will be responsible for the procurement of goods, services, and works, ensuring the most economically advantageous results while adhering to EU Public Procurement Regulations and operational requirements.

Key Responsibilities

  • Undertake formal quotation and tender exercises for the purchase of goods, services, and leases in accordance with our Standing Financial Instructions.
  • Develop and review specifications for the purchase of goods and services in conjunction with customer requirements.
  • Source, vet, and develop a list of suppliers and contractors to meet a varied purchasing portfolio.
  • Prepare and issue clear and concise Invitations to Quote/Tender and other enquiry documents.
  • Deliver commercially robust contracts that demonstrate best value outcomes and contribute to savings targets.
  • Supervise a team of Procurement Officers and Procurement Assistants, ensuring accuracy of work and compliance with SLAs.
  • Assist with the recruitment, induction, and training of staff.
  • Monitor deliverables in conjunction with the user and manage electronic price-matching invoice exceptions.
  • Provide commercial advice and management information/data analysis for purchasing decisions.
  • Attend user group meetings and assist in developing/raising the profile of the Procurement Shared Service.
  • Develop and maintain Process Manuals for customer and procurement staff use.

Requirements

  • Experience in a purchasing/contracting environment, public sector preferred.
  • Experience in supervising and managing staff.
  • Educated to degree level or equivalent relevant experience and knowledge.
  • Ideally qualified to Foundation Stage of MCIPS or willing to study for MCIPS.
  • Competent in Microsoft Office applications, particularly WORD and EXCEL.
  • Good working knowledge of purchase to pay/financial/e-commerce systems.
  • Knowledge of contract law and VAT issues.
  • Understanding of commercial issues and purchasing techniques.
  • Knowledge of public sector procurement rules.
  • NHS procurement experience is desirable.
  • Graduates with exposure to a procurement environment will also be considered.
