Senior Estates Assurance Advisor

About the Role
The National Estates Capital and Transactions team seeks a skilled professional to provide expert support in respect of assurance of estates business cases (capital & subsidiary), PFI, ProCure 23 construction framework, capital input into capital strategies and spending review along with supporting the estates team in respect of broader activities where expert capital, assurance or transactions support is required.
This role involves working closely with DHSC commercial team, regional estates colleagues and other national keyholders to assure capital and other estate transaction business cases requiring national approval and acting as estates keyholder for business cases covering all aspects of estates and associated elements of business cases.
As part of the team you will also support development of national guidance in respect of business case assurance such as leading on the review of estates elements of the business case checklist or other standard documentation.
Person Specification
Essential
- Qualified estates professional or experience of working in a senior project appraisal or transaction role.
- Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.
- In depth, extensive and expert knowledge acquired over a significant period of time of specialist NHS estates areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent.
- Subject matter expertise across a number of key areas relating to estates costing and appraisal.
- Detailed knowledge of NHS Finance.
Skills & Experience
Essential
- Proven and significant leadership experience and/or formal management qualification.
- Evidence of post qualifying and continuing professional development.
- Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
- Should have an appreciation of the relationship between the Department of Health, the NHS England and individual provider and commissioning organisations.
- Demonstrable experience of managing and prioritising a large budget with solid working knowledge of financial process requirements.
