Barclay Meade is seeking an experienced and inspirational leader to join our team as an Indirect Procurement Lead Public Sector. This permanent role is essential in developing and leading a new corporate category team for Professional Services, including HR, Finance, Marketing, and ICT.
Key Responsibilities:
- Develop and lead a new corporate category team for Professional Services, including HR, Finance, Marketing, and IT, to drive strategic procurement initiatives and ensure compliance with public sector contracts.
- Implement a category-led approach, transitioning current routes to market for efficiency and effectiveness, and fostering close relationships with the market to understand supplier capabilities and innovative contract delivery options.
- Develop a comprehensive commercial category strategy and policy, ensuring alignment with current legislation, and manage and mentor a team of approximately four direct reports, ensuring alignment with other category teams.
- Conduct regular business and market analysis to inform future category plans, and develop and implement new KPIs for contract management in line with Government Commercial Framework.
- Represent the organisation in all aspects of public sector procurement and associated commercial issues, and provide expert advice on procurement policies and procedures.
Requirements:
- Experience in strategic procurement project and programme management within the public sector, with a strong understanding of Public Procurement Regulations (2015 and 2023).
- Fully qualified CIPS (Chartered Institute of Purchasing and Supply) or equivalent experience, with strong leadership skills and the ability to inspire, motivate, and develop a high-performing team.
- Proficiency in mentoring and developing team members, with excellent analytical and decision-making skills, and the ability to develop new processes and techniques.
- Strong communication and negotiation skills to influence and drive stakeholder engagement, and a comprehensive understanding of commercial policy, procedures, and processes.
