Job Summary

The post holder will contribute to the effective delivery of patient care by leading their assigned Care Group(s) on all aspects of financial management and business planning. This includes responsibility for developing and delivering directorate cost improvement programmes. The successful candidate will work with the Care Group Manager to take the lead in developing the directorate's capacity, activity, and financial plans, and play a leading role within their Care Group(s) in planning its contribution to the Trust's overall annual plan.

This will involve assessing capacity and the likely activity demand to be placed on their Care Groups in meeting key targets. The post holder will also be involved in identifying and formulating potential service investment requirements as part of the planning process, advising the directorate on the financial implications. They will be responsible for planning, monitoring, and reporting on actual performance against service level agreements and agreeing corrective action where appropriate.

The post holder will work with each Care Group to produce service plans and need to understand the impact of payment by results and local tariffs. This process involves analysing highly complex financial and activity data while taking account of and assessing the impact of various internal and external factors.

Main Duties of the Job

Amongst others, the main duties will include taking the lead within the Care Groups to develop and implement the cost improvement programme, being proactive in the utilisation of SLR and other sources of information to identify and secure efficiency opportunities. The post holder will work with Care Groups to ensure all staff are engaged in the delivery of efficiency programmes.

The post holder will advise the Care Group on the most appropriate use of its resources in meeting service plans within available resource limits. They will also support the Care Group Manager in monitoring non-financial targets for the Care Group, and advise the Care Group Manager in the performance management of key non-financial targets (e.g. waiting lists) and other imperatives.

Person Specification

Education, Qualifications, and Training

  • The post holder will possess a current CCAB or CIMA Professional Accounting Qualification.
  • The post holder will have theoretical and practical knowledge of the NHS financial regime.
  • Demonstrates previous progress and continued commitment to a programme of Continuing Professional Development (CPD).

Experience and Knowledge

  • Ability to review complex information and reports prepared by others, identifying flaws and areas for further evaluation, using extensive specialist knowledge to operate effectively.
  • To be initiative-taking, self-motivated, and professional, setting their own workload and providing a tailored financial management service to their Care Group, balancing local priorities and those of the wider organisation and corporate team.
  • To be an effective leader on financial management throughout Care Groups.
