The Export Control Officer will play a critical role in supporting the Export Control Manager and Head of Legal in providing specialist Export Control and Sanctions knowledge, guidance, advice, and oversight to the Business Line and Operations Sites. This position requires a strong understanding of export control regulations and sanctions, as well as excellent communication and relationship-building skills.
Key Responsibilities- Implement the Export Control Policy, Procedures, and Compliance Program within the Business Line and/or Site(s)
- Manage the development, implementation, and oversight of Business Line and/or Site level procedures, guidance, training, and communication required to implement the export control Policy, Procedures, and Compliance Program
- Build strong relationships and contribute effectively and proactively to Business Line and/or Site performance in an advisory and expert capacity on Export Control and Sanctions matters
- Implement solutions for export control compliance in line with the company Policies, Procedures, and Compliance Program, and in conjunction with the Export Compliance Manager (ECM) and Head of Export Control Compliance (HECC), seek to improve procedures where needed to enhance export compliance
- Determine the need for and manage export authorizations for their area of responsibility, preparing and submitting applications, and enabling compliance with the provisions of the authorizations, including but not limited to expiration, quantity/decrementation, and license condition flow down
- Develop a comprehensive understanding of export control regulations in their Business Line and/or Site(s) as the local export control contact for their assigned Sites/area
- Provide general and business-specific training and communication on export control, in accordance with export control procedures
- Support the training, development, and oversight of the Export Control Facilitator (ECF) and Export Control Coordinator (ECC) network for their assigned Sites/area of responsibility
- Monitor and keep up to date with the export control regulations of all countries with which the organization conducts business
- Perform self-assessment within their Business Line and/or Site(s) in line with the company Policies, Procedures, and Compliance Program, providing any required or requested reporting to the business line ECM, HECC, and Head of Legal (HOL)
- Conduct risk assessments and audit activities within their Business Line and/or Site(s) and report compliance information to the ECMs, HECC, and HOL
- Conduct investigations, prepare disclosures (where requested), design and implement corrective actions, and ensure that corrective actions are closed out
- Proactively seek opportunities to collaborate with and support the development of the Legal and Compliance function
- Minimum of 4-7 years of experience working with export control regulations and sanctions
- 2 years of experience working either in or with the United States defense industry, with a particular emphasis in aerospace
- 2 years of experience interfacing with State Department's Directorate of Defense Trade Controls
- 2 years of experience in the classification of goods, software, and technology in multiple export control regimes
- 2 years of experience in the submission of export authorization applications in their local region with a knowledge of extraterritorial export authorizations
- Must be a US Citizen
- GKN experience
- Experience interfacing with State Department's Directorate of Defense Trade Controls is a plus
- Ability to analyze complex business situations and advise on the impact of export control regulations
- Able to clearly articulate and advise export control impacts on operations
- Be proficient in the submission of export authorization applications in their local region with a knowledge of extraterritorial export authorizations
- Can communicate clearly, accurately, confidently, and in a timely manner
- Recognizes the importance of building effective relationships, establishing trust, and a collaborative working relationship with colleagues both inside and outside of the export control function
- Can articulate the GKN corporate strategy and demonstrates a commercial awareness that considers business objectives and not just compliance technicalities
- Acts with integrity and understands the importance of high standards of ethical conduct
- Has the ability to work on own initiative to get things done, able to plan, organize, and prioritize workload, keeping colleagues informed and managing expectations
- The capability to identify and work with key internal and external stakeholders
- Understands and is able to clearly articulate the key export control compliance risks facing the business with appropriate context and recommendations for mitigation
