Job Summary:

The Utilities Engineer plays a crucial role in ensuring the efficient operation and maintenance of utility systems, including water, gas, electric, and sewage services. This position involves a blend of fieldwork and office-based tasks, focusing on the design, analysis, and oversight of projects that maintain and improve/enhance/alter utility infrastructure.

Collaborating with various stakeholders, including government bodies, contractors, and the public, the Utilities Engineer ensures that utility services meet current contract requirements and technical specifications. The Utilities Engineer will coordinate with Package Managers to ensure that the ITP process is followed by the subcontractors.

Accountable for the day-to-day management and coordination of the technical and engineering activities within the Civil and Structural disciplines across the full scope of Euston Station.

Key Responsibilities:
  1. The Utilities Engineer shall confirm that the discipline construction complies with all applicable standards, legislation, contract requirements, and specifications.
  2. Manages the interface for the Civil and Structural discipline between design requirements, installation, and testing activities.
  3. Shall participate as required in applicable IDCs of other engineering disciplines to confirm that their and construction interfaces correctly with their own engineering discipline.
  4. Responsible for ensuring the construction delivery teams follow the inspection and test procedure.
  5. Using a risk-based approach, review the ITPs for critical/key activities that may require the Utilities Engineer to undertake an additional witness or hold point inspection above those undertaken by the CP site engineer delivery team.
  6. Responsible for the review and acceptance of all input data to populate the ITPs and review and accept populated ITPs following the completion of the works.
  7. Responsible for the review of all non-conformances identified by the construction delivery teams, ensuring that these are raised via the NCR process and brought to the attention of the Engineering Manager.
  8. Responsible for the review and close out of all Field change documents proposed by the delivery teams, ensuring these are raised and brought to the attention of the Engineering Manager.
  9. The Utilities Engineer is in a position to approve any changes with evidence that they still comply to design intent and engineering standards.
  10. Where there is deviation from design intent, delivery team to compile engineering evidence to support the proposed change for Utilities Engineer approval prior to issue to the designer for acceptance.
  11. Responsible for coordinating contract Changes affecting the construction and coordinating the resolution with the CP Design RE/Technical discipline Leads and design management team.
  12. Responsible for the review of all technical queries and requests for information raised by both the design team and/or the construction delivery team, bringing them to the attention of the Engineering Manager as required.
  13. Responsible for ensuring that any design or process Change arising from any of the above process is duly relayed to the construction delivery teams.
  14. Co-ordinate preparation of the discipline specific hand back records, endorsing ITPs, as built drawings, and certificates of conformity as accurately reflecting the works constructed.
  15. The Utilities Engineer (Responsible) will provide support to the I&M team in response to a trigger breach of the monitoring system or can be held when a trend indicates a breach is imminent.
  16. Utilities Engineer (Responsible) will attend review meetings as required and agree actions.
  17. The Utilities Engineer (Responsible) will work with the Assurance and Certification Team to prepare the Works Completion Certificate as required by the Assurance and Certification Plan.
  18. These certificates are prepared per package and reference the construction or installation works that are deemed complete.
  19. The Utilities Engineer shall approve the assurance files that are delivered by the subcontractors workflow, approve the outstanding works list workflow, and approve the construction records workflow.
  20. Liaise and coordinate with HS2, Stakeholders, CP Design Managers, other Design and Construction REs, the Lead Designer Representative, Technical Assurance Manager, and the Temporary Works team on all technical and certification activities.

The Utilities Engineer will have:

A good working knowledge of:

A good technical knowledge on geotechnical, tunnelling, earthworks, underground utilities design/construction, and stakeholders' requirements.

Qualifications, Certifications, and Experience:

The Utilities Engineer will have:

  • Extensive experience on design and construction of major, complex structures, including in the transportation sector.
  • Educated to degree or higher level or equivalent in a numerate discipline, typically Engineering discipline (or related).
  • A lower educational level, typically HNC or HND, may be acceptable where experience in a technical engineering role can be demonstrated.
  • CSCS card holder.
  • Membership of an appropriate Professional body, typically Chartered membership of the Institute of Civil Engineering or equivalent UK/international equivalent professional status.
