Job Title: Enabling Works Programme Lead

Insight Executive Group Limited is partnering with North West Anglia NHS Foundation Trust to source a top talent for the Hinchingbrooke Hospital Redevelopment Programme (HHRP). This is a rare opportunity to join a transformative initiative shaping the future of healthcare infrastructure.

Key Responsibilities:
  • Strategic Leadership: Deliver the construction and commercial components of the HHRP Enabling Works Programme, ensuring best practice standards, tools, and techniques are in place.
  • Operational Excellence: Develop an integrated governance regime and risk management plan for the enabling works and maintain oversight of all construction and commercial activities.
  • Programme Management: Oversee the development of enabling works projects, ensuring robust business cases, procurement frameworks, and contract management, aligning milestones with NHS sustainability and Net Zero goals.
  • Team Management: Manage and mentor project teams and external specialists, ensuring high performance and staff development.
  • Stakeholder Engagement: Build strong relationships with internal and external stakeholders, including NHSE, the New Hospital Programme, contractors, and vendors, to ensure clear communication and successful project delivery.
  • Financial Oversight: Manage the enabling works programme budget of £50 million, ensuring projects meet financial, time, and quality benchmarks.
Requirements:
  • Extensive knowledge and experience in project and programme management, including the construction, design, and commercial aspects of healthcare or public infrastructure.
  • Strong leadership skills, with the ability to manage multidisciplinary teams and engage with high-level stakeholders.
  • Advanced financial management capabilities to handle multimillion-pound budgets.
  • A strategic mindset with experience managing risks, contracts, and procurement aligned with government frameworks.
  • A deep understanding of NHS sustainability targets and net zero initiatives is advantageous.
