Job Description

Job Summary

We are seeking a highly skilled Compliance Officer to join our team at Perth and Kinross Council. The successful candidate will be responsible for overseeing our planned preventative maintenance contracts and ensuring compliance with applicable regulations and standards, including the Health and Safety Executive's Approved Codes of Practice and Guidance, across our non-domestic property estate portfolio.

Main Responsibilities
  • Oversee our Planned Preventative and Reactive Maintenance Contracts for water management, swimming pools, water fountains, boiling taps, and closomat WCs.
  • Review any monitoring or servicing reports and instruct any remedial action required, including risk assessments and method statements.
  • Ensure all documentation is submitted on time and is acceptable.
  • Audit contractors to ensure they are carrying out their statutory duties and highlight any non-conformities to the Responsible Person/Duty Holders.
  • Ensure all monitoring, maintenance, and remedial works are completed promptly and efficiently.
  • Develop and maintain an asset register of all water systems and associated devices, including provision of schematic diagrams used within the property estate.
  • Assist the Responsible Person(s) in the management of the control of legionella.
  • Conduct root analysis investigations into accidents and incidents and highlight any shortcomings in Perth and Kinross Council's processes or procedures.
  • Assist in the procurement of competent contractors and risk assessors.
  • Produce a written scheme of control for each site within the property estate and keep this current in conjunction with the appropriate site manager.
Requirements

We are looking for candidates with a track record of managing the risks from water within our property estate, to reduce the risks associated with Legionnaires and other water contaminants, and to manage in accordance with all relevant legislation and HSE Codes of Practice.

We would welcome applicants who have experience working for a duty holder and can demonstrate that they are dedicated to working to a high standard and providing excellent customer service. Attention to detail is critical in this role.

The following qualifications/training requirements are mandatory for the post:

  • P Control of Legionella in Domestic Hot and Cold Water Systems
  • P Management and Control of Building Hot & Cold Water Services
  • The Water Supply (Water Fittings) (Scotland) Byelaws
  • Legionella Awareness Training
Desirable Skills and Qualifications

We are looking for an individual who has relevant industry experience specifically relating to the water management systems in non-domestic buildings, however you must also have knowledge of the various mechanical systems within a Building Services Environment.

To undertake the role we require excellent planning and organisational skills, along with the ability to ensure target deadlines are achieved. Supervisory skills are required as the post holder will be responsible for the management of contractors and staff.

You must hold a current driving licence.

A good working knowledge in the use of computer packages, including Microsoft applications and asset management systems (CAFM software).
